Communism is all about the common people owning the means of production and running the society. In Russia, they relied on the bureaucracy too much and didn't transfer power to the masses themselves. So, gradually the bureaucracy developed into a new state-capitalist class that slowly destroyed the gains made by the revolution and socialist construction.
