Change Management and Human resource planning Introduction The Human Resource Professional facilitates change management and human resource planning in different principled ways. These ways include ensuring that the general change objectives are met by participating in the planning and execution stage and other managers (Goklas et al., 2021). Additionally, the professionals have to engage the employees familiar with the organization to understand the needs and expectations required during a change.

Therefore, applying knowledge, tools, and resources to deal with a firm can adopt changes by introducing corporate strategies, structures, procedures, and technologies to handle changes in external conditions and the environment of business. Objective The purpose of the research proposal is to understand the change management and human resource planning activities, their implications, and the different methods of research that can be used to access the information in Omantel, a telecommunication company in Muscat. Problem Statement This includes clarifying the current situation by identifying the problem and its severity together impacts the financial area. This assists in convincing the management to provide the best resources to solve the problem and create a team that will assist the Omantel telecommunication company in conducting progressive activities. Looking at the problems helps the management identify the best solutions that can be used to fix the problems. Literature Review Omantel telecommunication company is the first communication company and is the primary provider of internet services in Oman founded in 1980 in Muscat, Oman. The telecommunication company embraces Change management and human resource planning, which are evitable for its growth and development in communication. Change is unstoppable and can never be avoided; therefore, its inevitability has made most companies adapt and consider the company's existence. Change takes different directions and can be triggered by several factors that impact an organization's goals and objectives directly or indirectly. Some of the factors are internal and external factors, whereby the internal factors include technology, changes in operations, laws, and policies, and changes in management decisions

(Al-Twal, Rowlands, and Cook, 2019). The external factors include forces of the environment, socio-cultural activities, and technological and globalization activities. These factors, directly and indirectly, affect the objectives of Omantel telecommunication company. Clearer and more effective approaches to managing change and plans continue to emerge with different groups coming up with different approaches, which are the best practices for managing change. For change to occur, the top leadership has to be the center of initiative change with a clear vision for change. An implementation plan must be implemented, and stakeholders should be fully engaged with clear communication. Moreover, to support change adoption, there should be an infrastructure that can perfectly measure the progress. Organizations tend to work on building their workforce so that they can manage their talent. They apply the talent during succession planning for responsible employees so that they can manage to offer them the important positions. Firms have to work on different levels of human resource planning whereby the management applies a good flow of communication to satisfy the employees and add up to the organization's overall performance. In most of the time Omantel telecommunication company has existed, human resource planning has assisted it in developing its strategic roles. Therefore, it is always seen as the central part of human resource management. Moreover, with an excellent HR Management system, the company can deal with its human capital, making it stand out among all the competitors in the market. Influence of Human Resource Planning on Organization’s Performance Human Resource planning involves identifying the number of employees a firm needs to get quality employees and the targeted number. Therefore, it is always an ongoing process that involves regular and structured planning. Through human resources planning, employees interact with their jobs, and the best-needed number of employees is required. Planning is

essential for high-tech and emerging businesses (Rodríguez-Sánchez et al., 2019). Notably, mature business like Omantel telecommunication needs to be fed with new products, offer good services, get a good position in the market, and plan to attract and relocate the talent essential for market competition. To decide and specify the characteristics of applicants to select the ones that fit the organization, Human Resource Planning has to play an essential role. Therefore, it is essential to implement it to create the required problem of confronting several problems that may disorganize the services. Planning takes different directions and can be triggered by several factors that impact an organization's goals and objectives directly or indirectly. Some of the factors are internal and external factors, whereby the internal factors include technology, changes in operations, laws, and policies, and changes in management decisions. The external factors include forces of the environment, socio-cultural activities, and technological and globalization activities (Li, 2021). Human Resource Planning is associated with several fundamental functions that include forecasting labor, managing employee demand, and keeping a balance in the supply of labor and predictions. Impacts of Human Resource Planning Process on Employee Performance Omantel telecommunication company takes several steps to offer to employees, including training and development to increase skills and production. Employees are offered unique training concerning their position in jobs. They can perform better and attentively even when there is a lack of supervision. Therefore, the efficiency of performance increases after training. Employee performance is related to several variables, including selection, training, career planning, definition, and employee participation (Margherita, E.G., and Bua, I., 2021). Different employees own different sets of skills, knowledge, and abilities, which ensures sustained growth and development. Notably, improvement in performance does not result

from a sound performance system but well-trained employees and committed human resource management. Objectives of Human Resource Planning Human Resource Planning creates a competitive advantage for Omantel telecommunication company against the competitors in the market. All the strategic initiatives like growth, better customer service, and after-sale services align with all the policies and human resource practices. Human Resource Planning depends on the effectiveness and perspective (Gutierrez-Gutierrez, Barrales-Molina, and Kaynak, 2018). There has to be a clear and precise objective from the management, enabling good execution of human resource planning. Human Resource Planning is recognized as a source of development of organizational functions based on the mission and objectives of the business. Through planning, different areas that require better functioning are identified, making them grow and succeed. For instance, Omantel telecommunication company has crafted unique methods that can be used to improve the organization in different areas. Human Resource Planning has a considerable significance in that it enables the Huma Resource Manager to get the best-talented employees for the organization. Therefore, essential planning makes the organization have effective advertising to attract the best applicants. Research Philosophy, Approach, and Strategies The research philosophy involves a system of research thoughts in which the research's new knowledge is obtained. Notably, the basis of the research involves the choices of research strategy, formulation of the specific problem, collection of information, processing, and analysis. The philosophy is associated with assumptions, knowledge, and the nature of the study; therefore, this offers different ways of knowledge development. The matter needs to be addressed because researchers always assume the nature of truth (Abu- Alhaija, 2019). Research has to include a specific research philosophy that matches the study, and this can either be interpretivism, positivism, realism, and pragmatism. Following the above research, the kind of approach used is positivism which involves quantitative methods, for instance, questionnaires, and official statistics, since the methods are reliable and represent a good population statistic. Through the above method, individuals in Omantel telecommunication company get shaped, and the social factors are also an advantage since they shape the actions of individuals. The primary approach in this research is a deductive approach whereby the conclusions will be derived through reasoning and conclusions. The hypothesis is developed through the existing theory. A designing research strategy is developed to test the hypothesis, which involves deductive reasoning from the particular idea to a general one. Ethical Requirements of doing a Research Different ethical requirements should be taken into consideration when performing a dissertation. The principles stress the need to offer practical activities and avoid anything that may cause any harm (Zhang, Zhou, and Ryall, 2021). These ethical principles include reducing the risks of harm whereby the participants should not be injured. However, strong

justifications have to be offered at a point where a participant is injured. Some of the harms include physical harm, social disadvantage, psychological distress, and discomfort (Alvesalo- Kuusi and Whyte, 2018). Another requirement is informed consent, whereby the participants have to understand they are participating in research and what the research requires of them. Research Design and Data Collection The plan to answer the research question is referred to as research design. A good research design ensures that the information obtained will assist in answering the research question more effectively. A research method involves the strategy used to implement the plan (Sileyew, 2019). The type of data collection method and design used in this report is Quantitative research design, which involves collecting and analyzing information. It is a method used to find patterns, make predictions, and create a relationship between the variables created. Omantel telecommunication company has used a descriptive research design that presents the characteristics, averages, and trends, and the variables are measures with no influence made on them. A descriptive analysis of the information is obtained (Moon et al., 2019). Therefore, the telecommunication company has summarized data points done in a constructive way to get patterns that fulfill the condition of the data and allow it to access its position in the market and the consumer needs required. Omantel requires statistical data to check on its progress in the communication industry and get to know where to improve. Findings and Recommendation Following the framework above, different internal and external factors are presented. The environment presented by the factors triggers the changes needed and the change processes, majorly on the technological advancement and other factors. Throughout the study of the telecommunication company, it is evident that using a framework as a reference when handling change in a firm by human resource management can assist in planning the steps

needed for implementing them based on the process. The managers and Human Resource professionals must be knowledgeable of the change process and must have compatible leadership skills. Moreover, the external factors include forces of the environment, socio- cultural activities, and technological and globalization activities. These factors, directly and indirectly, affect the objectives of Omantel telecommunication company. Clearer and more effective approaches to managing change and plans continue to emerge with different groups coming up with different approaches, which are the best practices for managing change. The study of the Omantel company was carried out to shed some light on Human resource Planning and change management. It has been presented with the open research system and getting the necessary feedback. It is noted that most organizations usually seek innovation of change and keep up with it to monitor and correct any gaps observed.
