The case of Mohammad Salim Israfeel Kohistani, player, Afghanistan Football Federation 1 Case FIFA provision Sanction Party: Mohammad Salim Israfeel Kohistani Position: Player Affiliation: Afghanistan Football Federation Art. 69 par. 1 FDC (2017) Sanction by the FIFA Disciplinary Committee Ban for life: 24 April 2019 FIFA Appeal Committee decision: 6 September 2019 The case of Mohammad Salim Israfeel Kohistani, player, Afghanistan Football Federation Competitions: Merdeka Tournament 2008 / Lion Cup 2009 / several international matches FIFA proceedings Mr Kohistani engaged in several email exchanges with the convicted match-fixer Mr Wilson Raj Perumal between August 2008 and April 2011, which came to the attention of FIFA and led to the opening of a preliminary investigation into the matter by FIFA Integrity. The investigation found that Mr Kohistani had conspired with Mr Perumal to manipulate and influence the results of several international friendly matches/international tournaments of the Afghan national team. He agreed to commit himself and several unidentified Afghan national team players and coaches to listen to the orders of Mr Perumal and follow them to manipulate the results of these matches. Furthermore, Mr Kohistani agreed to the conspiracy to commit players of the Afghan women’s national team and unidentified U- 1 6 players and coaches to follow Mr Perumal’s instructions. In exchange, Mr Kohistani accepted money from Mr Perumal for influencing and/or manipulating the results of international matches. Conclusion The conclusion of the preliminary investigation resulted in the opening of disciplinary proceedings against Mr Kohistani. On 24 April 2019, the FIFA Disciplinary Committee imposed a lifetime ban on Mr Kohistani for having breached art. 69 par. 1 of the FDC (2017) by conspiring with Mr Perumal to manipulate the results of international matches. On 6 September 2019, the FIFA Appeal Committee confirmed the decision in full.
