The student will meet the learning outcomes at the following level, degree or measurement:
1.(a) Students will identify the five legal aspects in a sample contract. (b) Students will confirm that a sample contract does or does not contain the requirements of applicable rules, regulations and statutes. (c) Students will revise a sample contract, as necessary, for compliance and enforceability.
2.(a) Students review a sample procurement to determine type of competition, if any, that is required. (b) Students demonstrate how to obtain appropriate quotations for the sample procurement including writing a request for quotation if necessary. (c) Students demonstrate how to properly award a contract for the sample procurement. (d) Students define alternative means to make procurements with values below the competitive bidding threshold.
3.(a) Students review a sample procurement to determine type of solicitation most appropriate at or above the competitive bidding threshold. (b) Students review a sample solicitation to determine if it meets legal requirements. (c) Students review a sample solicitation to determine if it will result in procurement of the materials, services or construction required by the school district. (d) Students correctly evaluate and award a contract for a sample solicitation.

4.(a) Students review a sample procurement to determine if sole source or emergency is appropriate. (b) Students outline the appropriate process for making the sample procurement. (c) Students outline the legal requirements for making the sample procurement.
5.(a) Students define and write the appropriate specification for a sample procurement. (b) Students identify an appropriate area for use of a procurement standard. (c) Students write an appropriate procurement standard.
6.(a) Students outline the inventory management, physical stock count and record keeping requirements in the USFR (Uniform System of Financial Records). (b) Students outline the means for school district property disposal contained in the procurement rules. (c) Students determine the appropriate means for a sample property disposal.
Student will demonstrate competency in the area of Purchasing according to the Performance Standards set by the Arizona Association of School Business Officials (AASBO).
