According to HRSA.gov, the need for a reliable measurement system is based on three important concepts defined as foundational to a Quality Improvement (QI) data infrastructure to monitor progress towards targets and to generate reports (“Performance Management,” 2012): Performance measures – measure systems of care derived from clinical guidelines. This provides an organization with a meter to measure quality of its care into specific measurable elements. Performance measurement – the organization monitors important aspects of its programs, systems and processes. This also includes the operational processes used to collect data necessary for performance measures. Performance management – used to set goals and regularly check progress toward achieving those goals. It looks at actual data for its performance measures with results to improve the performance towards its goals. The need for a reliable measurement system for instance, a balanced score card (BSC) for customer service in healthcare – the goal of the healthcare administrator is to hit a Key Performance Indicator (KPI) amongst healthcare staff. Aside from this, it also a means of tracking the performance of the whole healthcare facility. A KPI will be identified and tracked over time indicating progress towards a desirable outcome (“Balanced Scorecard basics,” 2020). Thus, the goal is to track the performance of staff members based on their ability to meet target goals in patient care. In the event a staff member fails to meet a certain aspect of his/her job, this is discussed to correct the deficiency. “Balanced Scorecard basics” (2020) suggests four different perspectives to help develop objectives, measures KPIs, targets and initiatives: Financial – views an organizational financial performance and the availability of financial resources. Customer/Stakeholder – the organization performance is viewed from the perspective of the customer or stakeholder the organization is designed to serve. Internal process – views the quality and efficiency of an organization’s performance related to the product, and services. Given that we need a reliable measurement system, we need to publicly report patient care and clinical outcomes based on the quality of care provided by healthcare industries. Aside from this, we need a reliable measurement system to monitor, track and measure the quality of care. This in turn would be beneficial to improve processes in healthcare. In terms of discussing the contents of a typical dashboard for quality, what are care levels and how is this related to quality care? Finally, great take on discussing clinical efficiency within healthcare organizations.
