Relations between Turkey and Ukraine Diplomatic relations between Turkey and Ukraine were established following the signing of a

protocol on 3 February 1992, shortly after Ukraine’s declaration of independence.

Given its important role in the maintenance of stability in our region, Turkey attaches

importance to its relations with Ukraine and desires to develop cooperation in every sphere.

Follow the ministry:

Due to both its important geographical position between the European Union and Russia, as

well as its economic potential, Ukraine was specified as a priority country in 2003 with

which our relations would be developed.

Our relations with Ukraine have intensified due to the momentum provided by high level

contacts in recent years. The High-Level Strategic Council (HLSC) which was established

during our Prime Minister’s official visit to Ukraine on 24-25th January 2011 elevated our

relations with Ukraine to the level of strategic partnership.

Moreover, during our Prime Minister’s above-mentioned official visit which was a

cornerstone in the history of Turkish-Ukrainian relations, the decision to initiate negotiations

on an Agreement for the Mutual Abolition of Visas as well as a Free Trade Agreement was

taken.

The first meeting of the HLSC was held during the visit of the Ukrainian President Victor

Yanukovych to Turkey on 22nd December 2011 and co-chaired by the Turkish Prime

Minister and the Ukrainian President. During the said visit, the Agreement on the Mutual

Abolition of Visas was signed. Both sides also underlined their mutual political determination

to finalize the Free Trade Agreement as soon as possible.

The Agreement on the Mutual Abolition of Visas which is intended to further improve people

to people relations, business ties and strengthen tourism sectors came into force on 1st

August 2012.

The second meeting of the HLSC was held during the Turkish Prime Minister’s official visit

to Ukraine between 12-14th September 2012. In the framework of this visit, a Joint

Declaration regarding the second HLSC meeting and documents on entrepreneurship and

transportation was signed.

The third meeting of the HLSC is planned to take place in Turkey in the latter half of 2013.

Turkish and Ukrainian economies are complementary to each other. Although having felt

Turkish and Ukrainian economies are complementary to each other. Although having felt

the effects of the global economic crisis, the total trade turnover with Ukraine increased 30%

between 2010 and 2011 and reached 6.5 billion USD. The bilateral trade volume as of the

end of 2012 amounted to 6.2 billion USD (1.83 Turkish exports, 4.39 imports from Ukraine).

The major items of export from Turkey to Ukraine are citric fruits, petrochemical products,

motor vehicles, plastics and plastic items, electrical technical equipment and electric

appliances. The major items of imports are iron, products of plain steel, hot-rolled iron and

steel products, aluminum and wheat.

It is calculated that the total Turkish investments in Ukraine amounts to 2 billion USD.

Turkish constructors have undertaken projects worth 3.8 billion USD.

The Ukrainian tourist arrivals to Turkey in 2012 surpassed 600 thousand. Turkey is the top

tourist destination for Ukrainians.

The presence of 280 thousand Crimean Tatars living in Ukraine and pre-dominantly in the

Autonomous Republic of Crimea is considered as an important element that strengthens

bilateral friendship.

Turkey appreciates and supports the positive approach of the Ukrainian authorities in

helping Crimean Tatars to repatriate to their ancestral lands and their integration into the

new environment. To this end and in order to contribute to the housing issue of Crimean

Tatars, Turkey has realized the “thousand homes” housing project in Crimea.

The total value of projects realized by the Ukraine Coordinating Office of the Turkish

Cooperation and Coordination Agency (TİKA) based in Simferopol in the Autonomous

Republic of Crimea amounts to 25 million USD.

Turkey and Ukraine coordinate and cooperate in such international and regional

organisations like the UN, Council of Europe, the OSCE and BSEC.

Our cooperation in the military sphere is conducted on a bilateral basis as well as within the

context of the NATO-Ukraine Commission, BLACKSEAFOR and Operation Blacksea

Harmony.

Turkey has an Embassy in Kiev, a Consulate-General in Odessa, Honorary Consulates in

Dnipropetrovsk and Simferopol. Ukraine has an Embassy in Ankara, a Consulate-General in

Istanbul and Honorary Consulates in Çanakkale, Izmir and Antalya.
