II. Introduction

2.1. This report presents the activities plan for the program “Strategic framework to develop a regional agenda for the protection of indigenous peoples in voluntary isolation and initial contact" for the period of 15 February 2011 to 15 February 2014, pursuant to Article 3 - Conditions prior to first disbursement (v) of the Specific Conditions of Contract Nº RG-T1503 signed between the Amazon Cooperation Treaty Organization and the Inter-American Development Bank.

2.2. The report presents the results of the planning process, a description of the main problems that may arise during execution and an indication and assessment of the corrective measures adopted in the period to achieve the proposed objectives.

III. Implementation Plan

a. Program Context

3.1 This technical cooperation is the result of a proposal presented by the governments of the region and selected by the Regional Pubic Goods Initiative (RPG). The project is developed in accordance with the IDB Operational Policy on Indigenous Peoples (OP-765). The proposal was prepared following a situation assessment of non-contacted indigenous peoples conducted with IDB technical cooperation, which led the countries to have a first discussion on subject. After RPG funds were approved for the initiative, the Bank contacted ACTO to lead the current project.

3.2 The Program is currently in the initial stage of execution and does not have measurable progress yet.

b. Program Description

i. Development Objectives

3.4. The Program aims to help protect indigenous peoples living in voluntary isolation and initial contact by defining effective policies and consensual actions between governments, indigenous organizations and non-governmental organizations (NGOs) with experience on the topic. To this extent, the Regional Public Good (RPG) offered by the Program is a Strategic Framework to Protect Indigenous Peoples in Voluntary Isolation and Initial Contact that coordinates and interconnects the countries where they live, thus safeguarding their physical and cultural integrity in a manner consistent, at least, with the Bank's policies for isolated and transboundary indigenous peoples.

3.5. The Program is structured in five (5) components according its specific objectives: (i) a regional interinstitutional coordination mechanism supported by national entities; (ii) a concerted strategic framework that incorporates measures to protect the physical and cultural integrity of these peoples; (iii) an action plan containing territorial protection measures, including legal protection and physical control of the activities developed by external agents in the territories occupied by these peoples and transboundary areas; (iv) a regional health care strategy that includes a technical standard for prevention in health with an intercultural approach and emergency health systems in the areas inhabited by these peoples; and (v) systematized data and knowledge on the situation of indigenous peoples in voluntary isolation, and capacity- development and commitment to protect them.

This component will benefit from being coordinated by ACTO in the context of its Amazonian health plan, promoting the strategy's implementation by the countries' health institutions with technical cooperation from the Bank. The creation of an Intergovernmental Health Committee for Amazonian Indigenous Peoples with representatives of the competent ministries, promoted by ACTO to help reconcile the policies of the different countries and promote their implementation, will also provide strategic support to the initiative of protecting the health of indigenous peoples living in isolation and initial contact. For the strategy to be sustained over time, this component will promote full participation, at the operational level, of entities already working on the topic in the region, such as the Amazonian Network of Indigenous Health (REDSIAMA).

3.10. Component 5. Sustainability Tools for the Regional Strategic Framework OBJECTIVE: To make sure that the Strategic Framework is implemented and remains sustainable this component will strengthen and improve capacities in participant countries and social groups in transboundary communities, especially indigenous groups, to carry out the necessary protection and surveillance activities, by: (i) deepening knowledge on indigenous peoples in isolation and initial contact, their rights and territories in each country; (ii) training relevant actors in specific protection methodologies; and (iii) developing a communication and information exchange strategy to raise society's awareness and facilitate regional monitoring. ACTIVITIES : Its activities include: (i) contracting a specialized research project in each country to obtain a complete situation assessment of these peoples and their territories and establish a clear national baseline; (ii) short regional workshops to discuss methodologies and share experience on protection methods with the institutions responsible for protection in each country; (iii) a two-day methodology workshop in each country with local experts, guided by a national facilitator/animator; (iv) a regional course/workshop for oil companies and others (in the context of IIRSA, for example) whose projects have the potential of impacting areas that neighbor those inhabited by indigenous peoples living in voluntary isolation or initial impact; (v) regional communication strategies to protect isolated indigenous peoples and support to a regional observatory that generates early warnings through a rapid communication line; (vi) a campaign to inform and raise awareness of the rights of indigenous peoples in voluntary isolation and initial contact and their high vulnerability; (vii) supporting the creation of a Working Group for indigenous peoples in voluntary isolation and initial contact with representatives of the Amazonian Parliament (PARLAMAZ), the Coordinator of Indigenous Organizations of the Amazon Basin (COICA) and the Association of Amazonian Universities (UNAMAZ); and (viii) supporting the formulation of a financial strategy to ensure the initiative's long term sustainability through studies on possible financial sustainability alternatives to be contributed by the governments and by the agencies that support the Program. ACTO will coordinate with each Member Country what entities will be responsible for the activities of this component.
