Additional forces were dispatched to Belarus, Transdniestria, and Crimea. This move raised concerns among Ukraine and its allies about a possible new Russian military incursion. Western defense analysts estimated that as many as 190,000 Russian troops were encircling Ukraine, and Putin demanded de facto veto power over NATO expansion and the containment of NATO forces in countries that had been members prior to 1997. On February 21, Putin recognized the independence of the self- proclaimed people's republics of Donetsk and Luhansk and ordered Russian troops into Ukrainian territory as "peacekeepers." Putin announced the beginning of a "special military operation," and the Russian invasion began. The Russian invasion sparked international condemnation, with many countries imposing sanctions on Russia.
