It is a Software Application like :GUI [ Graphical User Interface] or Shell like DOS [Disk Operating System] that take data from User.
This layer take date ex.( text , audio , video , etc.. ) and Convert it in to Binary signals [Digital Signals ] in packets ,framers like( 0101010111010101 ) and transfer this signals in to the modem or Network. This Layer take Binary Signals [Digital Signals ] and Convert it in to Analog Signals to can be transfers in the Medium or Channel.
Example : Data Communication Model Sending Text “Hello” Sending Text on WhatsApp: Hello Application Layer that convert “hello” with ASCII Code to “01001000 01100101 01101100 01101100 01101111” It send to the modem as Digital Signal.

Application take Digital Signal “01001000 01100101 01101100 01101100 01101111” And convert it with ASCII Code TO “Hello”
Receive Text to WhatsApp: Hello
Transfers the Analog Signals [Infrared Wireless] From The Transmitter Modem To The Receiver Modem
