INTRODUCTION

Communication is the purposeful activity of information exchange between two or more participant in order to convey or receive the intended meanings through a shared system of signs and semiotic rules. Basic steps of communication are the forming of communicative intent, message composition, message encoding, transmission of signal, reception of signal message decoding and finally interpretation of the message by the recipient. According to Everett Roger (1976), development communication is the study of social change brought about by the application of communication research, theory, and technologies to bring about development. Development is a widely participatory process of social change in a society, intended to bring about both social and material advancement including greater quality, freedom and other valued qualities for the majority of people through their gaining greater control over the environment. With respect to community development statistics has shown the rate of development can be hindered by the medium which information is passed, the encoder and the decoder’s ability to interpret the message being passed, hence, when there is a negative shift in the three, development may not exist (Afolabi Adeoye, 2012). Communication is of necessity in the area of good management. It’s the way management gets its job done and managers are usually good communicators.

STATEMENT OF THE PROBLEM

Development of communities are successful based on how communication is effective, communities are made up of governors and the governed, when there is lack of the governed and make the governors seem ineffective, some of the challenges that arise including the following;

  • Lack of understanding of policy process
  • Supply challenges and inadequate of lack of community resources
  • Reliance on volunteer due to communication barriers
  • Lack of access to information
  • Absence of rural representation and certain community groups in the decision- making process
  • Broken relationship between government and rural communities
  • Time and policy timeline restrictions

OBJECTIVES OF STUDY The primary objective of the study is to identify and establish factors that can mar the development of communities while measures to be taken in order to combat it are presented, however, other objective of the study are as follows;

  • To identify communication barriers casual agents
  • To establish communities features and how it affects community development
  • To develop a synergy between communication and community development
  • To establish how communities and countries as a whole are affected by communication

RESEARCH QUESTIONS Certain questions are formulated to guide us in achieving the proposed objectives of the study, they are as follows

  • What are communication barrier and casual agents?
  • How does communication affect the development of a community?
  • Is there any relationship between communication and community development?
  • Can communication lead to problem in the community

SIGNIFICANCE OF STUDY Communication as a whole is a broad topic that cannot be emphasized; its function in human daily activities is enormous to the extent of standing as an undisputable factor that can make man go into extinction -if it is not taken into consideration. Hence, the study will be an eye opener to researchers who wants to understand more about communication and its impacts on the society as a whole. For the government , the study will provide insight on how better communication can be achieved, it will also open room for dialogues which will make the entire community grow progressively.

Inadequate financial resources also pose a threat to the success of the research. There are so many required documentation for the research which are not easily acquired, huge transportation costs to resourceful centers like library and internet charges are enormous. Printings of certain documents for the research are also beyond the expectation of the research, let alone sundry and unexpected financial obligations. It is also established that if the researcher adopts the use of colleagues and other adults in talking to kids to identify and establish behavioral patterns due to what they watch, there is every tendency that facts can be falsified, altered and may be exaggerated, this in turn will not allow us to have good results.
