I am a Clerk of work for Openreach managing the delivery of full fibre to homes across the
county. I was tasked with delivering the final 1000 homes required in deal in quarter 3. There
wasn't a lot left, all the simple areas had already been provided and I had to sift through the
rest. I Planned and delivered. This involved working out of hours, liaising with the council to
get permits granted using reroutes to avoid expensive blockages.
One in particular had been put on hold for a long time, a blockage in the road prevented 100
houses being connected.
The road was small and did not allow for traffic management to be set up it would require a
very costly road closure. After a site visit with the council I managed to get a permit to work
out of hours for one evening and one evening only. I arranged some direct labour to come
along with the De-silter. Although this didn’t clear that blockage I had planned a few re-
routes as backup and we found a route. We also pulled in the cables required to alleviate the
need to access these Carriageway boxes again and allowing the contractors to work safely
during the day.

  • What was the situation?
  • How did you secure their resources and commitment?
  • How did you overcome any challenges?
  • What was the outcome? * Recently due to budget cuts we have been doing more work in house using our direct labour teams rather than contractors. This is not something that they have much experience doing as the contractors would do the larger jobs and the Direct labour would just support where required. I was leading a team of Direct labour, to start off with an average PON (area of houses to get full fibre) would take this team 2 weeks to complete, compared to the contractors 3 days. I spent time on site to see where time was being used inefficiently. Enabling them to work to their full ability. Networking, I managed to secure more tools from other parts of the business that we’re being unused, a Winch for pulling cables, Tents to allow splicing in the rain and a cable trailer transport larger drums to site. When they came across problems I attended site and assisted pulling cables or working out reroutes. Inputting changes to save on civils costs and ensure the work could be done safely, efficiently and to a high-quality standard. Now this team is well regarded across the company and are being utilised across the county, completing PON builds and connecting customers to full fibre.
