Cooperative Approach

 Are conditions static enough for participants to predict necessary actions?  Will the plan be good enough to guide action?

Adaptive Network Approach

 Is the problem complex and dynamic enough to warrant ongoing transaction costs?  Is there the commitment and energy to support a sustained effort?  Can the supporting collaborative networks be developed to support implementation?

 What would indicate they were using good information?  How would you know if their process was effective?  What would you look for in a good quality plan?  What would indicate they are producing good short term results?  What outcomes would indicate they are doing well?  How would you assess their approach?
