There’s no objective difference between a language and dialect, and the boundaries between them are significantly blurred. However, there’s a way to determine the difference between them. Mutual Intelligibility - two dialects converse fluently with one another although they speak a different variety of the language. e.g. British vs. American vs. Irish vs. New Zealand (= dialects of English)
