LIRR Phase 1 Rules
Rule 87 - correct answer On single track where Rule 251 is in effect inferior trains
must clear the time and block of opposing regular trains by no less than five
minutes unless provided by Form L. When an inferior train is unable to clear the
main track a crewmember must protect the head end as provided by Rule 99.
Note: When assisting a train by Form L line 1B authority, the assisting train may run
on the scheduled time of the disabled train on any portion of track in which the
assisting train will run.
Rule 82 - correct answer Timetable schedules, unless fulfilled, are in effect for
twelve hours after their time at each station. Regular trains more than twelve hours
behind either their scheduled arriving or leaving time at any station lose both right
and schedule. Thereafter, they can proceed only as provided by Rule 97.
Rule 316*** - correct answer (For absolute block, for both following and opposing
movements on the same track). A train must not be admitted to a block unless it is
clear except as provided by Rule 327, Rule 241, or Form L
Rule 251*** - correct answer On portions of the railroad and on tracks specified in
the timetable, trains will run with reference to other trains in the same direction by
block signals whose indications will supersede the superiority of trains.
Rule 261*** - correct answer On portions of the railroad and on tracks, specified in
the timetable, trains will be governed by block signals whose indications will
supersede the superiority of trains for both opposing and following movements on
the same track
Trains must not clear or enter the main track at a switch not equipped with an
electric lock without Form L authority.
Rule 99*** - correct answer When required, the flagman must go back, with the
proper signals to protect the train. The flagman must, in addition to the minimum
distances take into consideration the grade, curvature of the track, weather
conditions, sight distance or any other conditions which would affect the manner in
which protection must be afforded. The minimum distance for protection is: -
Manual block - 1200 feet - Automatic Block 500. Upon reaching this distance the

Regular trains more than twelve hours behind either their scheduled arriving or leaving time at any station lose both right and schedule. Thereafter, they can proceed only as provided by Rule 97. Rule 316*** - correct answer (For absolute block, for both following and opposing movements on the same track). A train must not be admitted to a block unless it is clear except as provided by Rule 327, Rule 241, or Form L Rule 251*** - correct answer On portions of the railroad and on tracks specified in the timetable, trains will run with reference to other trains in the same direction by block signals whose indications will supersede the superiority of trains. Rule 261*** - correct answer On portions of the railroad and on tracks, specified in the timetable, trains will be governed by block signals whose indications will supersede the superiority of trains for both opposing and following movements on the same track Trains must not clear or enter the main track at a switch not equipped with an electric lock without Form L authority. Rule 99*** - correct answer When required, the flagman must go back, with the proper signals to protect the train. The flagman must, in addition to the minimum distances take into consideration the grade, curvature of the track, weather conditions, sight distance or any other conditions which would affect the manner in which protection must be afforded. The minimum distance for protection is: - Manual block - 1200 feet - Automatic Block 500. Upon reaching this distance the

flagman will display one lifted fusee. The front of the train must be protected the same way, when required. When recalled, and safety of the train permits the flagman may return to the train leaving a lighted fusee. Crew members are responsible for the protection of their train. Fusees must not be left on bridges or trestles. Rule 262*** - correct answer A train for which the direction of traffic has been established must not move in the opposite direction without proper interlocking signal indication or permission from the train dispatcher through the block operator. Rule 409*** - correct answer Where speed controlled trains are operated with fixed automatic block or interlocking signals (except as affected by Rule 410) Rule 152*** - correct answer When a train crosses over to or obstructs another track, unless otherwise provided, it must first be protected as prescribed by Rule 99. Rule 410*** - correct answer Where speed controlled trains are operated without fixed automatic block signals. Rule 327*** - correct answer The block operator may permit a train to enter a block at restricted speed behind a train a sufficient distance to clear a main track switch in order to proceed in the opposite direction. When authorized by the Train dispatcher, the block operator may issue a Clearance Card Form A to permit a train to pass a stop-block-signal and enter an occupied block behind another train to do station work. The conductor or engineer must obtain block authority on Clearance Card Form K before proceeding from the station. Rule 100*** - correct answer Within designated limits specified in the timetable the main track may be used by proper signal indication or permission of the block operator without protecting against following movements on the same track. Note: Where Manual Block Signal System Rules are in effect Rule 99 will apply for following movements when a disabled train is awaiting the arrival of an assisting train. Rule 153*** - correct answer All movements on tracks used for passenger trains not protected by a block signal system or by an interlocking must be made at restricted speed. Movements on tracks other than main tracks, unless otherwise specified, must be made at restricted speed.

times are given they are the arriving and leaving times. Unless otherwise specified, time applies as follows: On single track where Rule 251 is in effect at the first switch where an opposing train clears. Where there is no switch time will apply at the station. On two tracks where Rule 251 is in effect or where Rule 261 is in effect time will apply at the station. Scheduled meeting times of a train are indicated by figures in full-faced type. The numbers of trains to be met are shown in small figures adjoining in brackets. Both the arriving and leaving times of a train are in full faced type when one or more trains are to be met between those times. Rule 11 - correct answer On single track, a train finding a fusee burning red on or near its track must stop, extinguish the fusee and proceed at restricted speed. On multiple tracks, a train finding a fusee burning red on its tracks must stop, extinguish the fusee and proceed at restricted speed. If found near or adjacent to its tracks it must stop and then proceed at restricted speed. Because of fire hazard, lighted fusees must not be left on bridges or trestles. If a fusee is found burning on or near a track, the block operator or train dispatcher must be notified of the condition as soon as practical without causing delay to the train. Rule 12 - correct answer Hand, flag and lamp signals must be given from a point where they can be plainly seen and given in a manner that can be clearly understood and sufficiently in advance to permit compliance. If there is any doubt concerning the meaning of a signal, or for whom it is intended or in the signal disappears from view the movement must be stopped. A. Procedure: Swing the lamp horizontally across the track. I: Indication: STOP Door Operation: II: Indication: Doors not clear, keep doors open B. Procedure: Hold the lamp horizontally at arm's length Indication: REDUCE SPEED C. Procedure: Raise and lower the lamp vertically. Indication: PROCEED Door Operation: II: Indication: Doors clear, close doors D. Procedure: Swing the lamp vertically in a circle at half arms length and at right circles to the track Indication: BACK E. Procedure: Swing the lamp horizontally above the head at right angles to the track, when standing. Indication: APPLY BRAKES

F. Procedure: Hold the lamp at arms length above the head, when standing. Indication: RELEASE BRAKES G. Any object waved violently by anyone on or near the track is a signal to stop. Rule 97 - correct answer On single track where Rule 251 is in effect, extra trains must not be run without Form L authority, except within yard limits On two or more tracks where Rule 251 is in effect or where Rule 261 is in effect signal indication from the Block Operator will the be the authority for a train to proceed as an extra. Rule 28b - correct answer The following requirements apply to trains when automatic speed control rules are not in effect: If a train has passed a distant signal and stops for any reason, including a stop at a passenger station, or reduces its speed to less than 10 mph it must:

  1. Approach the next home signal prepared to stop, and
  2. Not exceed a speed of 30 mph unless the speed of the train is further restricted. The train must maintain the prescribed speed reduction until the engineer has observed the home signal displaying an aspect more favorable than Stop-and- Proceed. Thereafter, the movement of the train will continue to be governed by the indication of the aspect displayed on the distant signal. Rule 93 - correct answer On single track where Rule 251 is in effect, yard limits are specified by timetable special instructions and indicated by yard limit boards. Within yard limits, movements not authorized by timetable schedule or Form L may be made with proper signal indication or permission from the block operator. In yards limits, extra trains will.move prepared to stop within one-half the range of vision short of other yard movements or obstructions not exceeding 15 miles per hour, unless the track is known to be clear by block signal indication. Rule 83 - correct answer On single track where Rule 251 is in effect, a train must not leave its initial station or a terminal or enter single track, until it has ascertained that all opposing regular trains due that are superior have arrived or left. This information may be furnished on Clearance Card Form A. Rule 88 - correct answer On single track where Rule 251 is in effect, extra trains will be governed by Form L with respect to opposing extra trains. At a meeting point

least 15 but not more than 20 seconds before occupying the crossing. This may require sounding the engine whistle beyond the whistle post. M. o - o Fire or smoke condition exists. To be sounded continuously at open block or interlocking stations if the radio is inoperative. N. - o o o Flagman protect the rear of the train. O. - o o o - REPEAT Flagman protect the adjacent track. P. - - - - Flagman on single track or No. 2 track may return from th Rule 15 - correct answer A train must not start until the proper signal is given. Each car on a passenger train will be connected with the engine by a communicating signal appliance. If the communicating signal becomes inoperative, the train may proceed after a proper understanding has been reached between the conductor and engineer as to how the train will be operated. Rule 16 - correct answer The following communicating signals are illustrated by "o" for short sounds and "-" for longer sounds. SOUND INDICATION A o 1.When standing - MU Train-Emergency application of the brakes has been observed on the rear of the train, recharge brake pipe and release air brake.

  1. When standing - DE/DM/Push Pull trains-Place the automatic brake valve in the hold position. B. o o 1.When standing - start.
  2. When running - Stop at once. C. o o o 1. When standing - back. 2.When running - Stop at next passenger station. D. o o o o 1.When standing -apply or release brakes.
  3. When running -reduce speed. E. o o o o o When running -increase speed. F. - 1.When standing - while testing air brakes on train: brakes have applied and released on the rear car and are operative.

2.When standing - door open; check doors. G. o o o o To call the conductor or a crewmember to the operating compartment of the train H. - o o - When operating in door bypass; doors clear of all encumbrances, proceed. I. o - o A fire or smoke condition exists. The engineer must operate in accordance with special instructions. Rule 17a - correct answer A bright headlight will be displayed to the front of all trains. It must be extinguished when a train turns out to meet another train and is stopped clear of the main track. The headlight must be dimmed as follows: (a) While standing or passing through yards where other engines are working. (b) When approaching stations at which stops are to be made or at which other trains are receiving or discharging passengers. (c) When approaching a station where Form L's are to be received or when on a main track at a meeting point. (d) When approaching fixed signals, if the view of the fixed signal is thereby improved. (e) On two or more tracks, when approaching a train in the opposite direction. Note: The headlight must not be dimmed when approaching or passing over public crossings at grade. If the headlight(s) fail en-route the engineer must ensure that: (a) The Movement Bureau is notified as soon as practical. (b) A white light is substituted in place of the headlight. (c) The engine whistle or horn is sounded frequently. (d) If equipped, the engine bell is rung continuously. (e) Where necessary the speed of the train is reduced. Note: The aforementioned procedures will not apply if the auxiliary lights are operable.

train must not pass a fixed signal indicating Stop (Rule 292) unless authorized by Rule 241, Clearance Card Form A or Form L authority. Rule 30 - correct answer If a train is equipped with an engine bell, it must be sounded:

  1. When the engine is about to move, except during a continuous switching movement.
  2. When approaching and passing public crossings at grade.
  3. When approaching locations where roadway workers are at work on or near track, bridges or other structures.
  4. When passing trains on an adjacent track.
  5. When necessary to prevent accidents. The unnecessary use of the engine bell is prohibited. Rule 31 - correct answer The engine whistle or horn must be sounded at all places required by rule, special instruction, or law. It must be sounded at all whistle posts, standard or portable, unless otherwise provided, and when necessary to prevent accidents. Rule 71 - correct answer On single track where Rule 251 is in effect: a train is superior to another train by right or direction. Right is conferred by Form L and is superior to direction. Eastward regular trains are superior by direction to westward regular trains unless otherwise specified. Rule 151 - correct answer Where two or more tracks are in service they shall be designated by number and their use indicated in the special instructions of the timetable. Unless otherwise provided, Trains operated against the current of traffic must, (1) Be authorized by Form L, and (2) Comply with timetable speed restrictions and special instructions

Rule 241 - correct answer Verbal permission from the Train Dispatcher th rough the Block Operator will be the authority to pass a stop signal;

  • In case of signal failure
  • When necessary for an engineer to return to their train
  • When a signal cannot be displayed due to a track condition or track work
  • When an absolute signal cannot be displayed when required
  • When necessary to enter an out of service track
  • When a signal is imperfectly displayed and cannot be determined more favorable than stop and proceed or when absent from a place where usually shown
  • When assisting a disabled train within sight distance of a home signal Rule 363 - correct answer A train must not enter a block, foul the main track or cross from one main track to another without the proper block signal aspect or permission from the Block Operator, who must indicate the condition of the block. If information concerning the block is received by the Conductor, he must personally give it to the Engineer. Rule 364 - correct answer A train having passed beyond the limits of a block must not re-enter that block without receiving block authority from the Train Dispatcher through the Block Operator. If information concerning the block is received by the Conductor, he must personally give it to the Engineer. Rule 402 - correct answer When the cab signal indicator displays 15, a train must proceed at RESTRICTED SPEED until a more favorable cab signal indication is received. Except, however, when 15 is displayed in conjunction with interlocking signals displaying an aspect of Slow-clear or Slow-approach, the train will proceed at Slow speed.

Rule 606 - correct answer Emergency Signals - Whistle or Horn. The signals prescribed are illustrated by "o" for short sounds and "__" for longer sounds. SOUND INDICATION a._____________ All movements with in interlocking limits stop immediately. b. o o Resume normal movement after receiving the proper signal or permission from the Block Operator. c. o o o Whistle or horn test. d. o o o o Call signal maintainer. e. o o o o o Call electric traction employee. f. o o o o o o Call maintenance of way employee. g. o o o o o o o Call drill crew. Rule 669 - correct answer A train stopped by the Block Operator while making a movement through an interlocking must not move in either direction until it has received the proper signal or permission from the Block Operator. Rule 670 - correct answer A reverse movement within the limits of an interlocking or a forward movement after making a reverse movement, must not be made without the proper interlocking signal aspect or permission from the Block Operator. Movements made with permission of the Block Operator must not exceed RESTRICTED SPEED to the next signal.
