The Commission submitted its report on 24" March, 2008, The: report covered among other things, matters relating to structure of emoluments, allowances and conditions of service of Armed Forces personnel. Government have given careful consideration to the recommendations of the‘Commission relating to these matters in respect of Officers of the Armed Forees and have decided that the recommendations of the Commission on the matters aforementioned in respect of these categories of Defence personnel shall be accepted without any material change as a package with the modifications mentioned below :- @ Gi) Gi) (iv) (y) (vi) Implementation of the revised pay structure of pay bands-and grade pay, as well as pension, with effect from 01.01.2006 and revised rates of allowances (except Dearness Allowance/relief) with effect from 01.09.2008, Fitment in pay bands would be based on the multiplication factor of 1.86 instead of 1.74 recommended by Sixth Central Pay Commission; Payment of 40% of arrears in cash in the year 2008-09 and the remaining 60% in the year 2009-10; Increase in the rate of annual increment from 2.5% to 3%; Grant of scale of Army Commanders (Rs 80,000-fixed) on non-functional basis to those Lt. Generals who are fit for promotion as Army Commanders, but overlooked due to lack of residual service of 2 years; In case of existing Major General/Lt. Tn additicn to the allowances mentioned above, the following compensatory allowances are adiilssible to Defence Forces personnel on tems and conditions as are applicable to civilian employees, However, if Geld service concessions are admissible in. such ereas, the Defence Forces personnel have the option of receiving the higher of the twa allowances, Special Compensatory (Hill Area) Allowance Special Compensatory (Remote Locslity) Allowance Tsland Special Duty Allowance Project Allowence Hard Area Allowance Special Compensatory (Bed Climate) Allowance (Para No.4.10.6) ‘The revised rates reconimended in regard to the above allowances for civilian employees in the relevant chapter will also apply in the case of Defence Foree personnel. It has been brought out by the Defence Forces thet in cermin remote jocatlons where there are-na Central Govertment catublishments other than defence organizations, these allowances are not paid. It has been suggested that the Ministry competent to declare areas as remote should consider even these locations <0 as 10 make them eligible for compensatory allowances es spplicable, Further, areas in which Defence Forces have to provide relief and rescue during disasters and calamities should be declared hard areas atoratically and Hard Area Allowonce should be granted. (Para No.4.10.7). ( Para No. 4.19.23) Practicing Allowance (NPA) as on: 1.12006 for fixing the gay of Medical Doctors in revised pay bands.) Accordingly, the rates of ‘these awards and allowances may be Increased three times. (Para No. 4.10.23) Accepted Flying Allowance, Submarine Allowance, Slacien Allowance. As in the ease of other allowences, it iscecommended that the rates of these allowances may be doubled. This will alsa apply in the case of MARCOS and Charlot Allowance ‘which is granted to marine commandos at rutes equal to Submarine Allowance. Insofar ag the other demands made by the Defence Forces are concerned, the following are recommended: - a) Flying Allowance may be-gramed tothe Chief Peuy Officer at the samme rates.as: Tunlor Warrant Officer of the Air Force. b) Extension of Navy and Indian Air Force eligibility conditions to the Army Aviation Pilots making ther eligible for grant of the Flying Allowance es long as they continue to be borne in the Aviation Cadre may be dane, ¢) As regards exemption of tisk related allowances from income tax, the Commission is of view that it is for the Government to consider the matter taking into account all relevant factors, (Pura No. 4.(0,26 Accepted, Test Pilot Allowance ‘The Commission recommends that-the existing mtes of Test Pilot Allowance may. be 40:27) doubled and it should be extended to the aircrew of aerobatic: teams, ( Para No. Acéepted Submarine Duty Allawance ‘The Comntission recommends that the existing rites may be enhanced to 23.90 per day for officers and Rs.30 per day for PBORs. This.cquation appears to be quite rational and well thought out, In the circumstances, the Commission does not recommend any change. in the categorization, The existing rates of the field area allowances and the CI Ops allowance niay, however, be doubled. As far as the extension of Cl Ops allowance ta Naval pessonne! is concemed, the suggestion for grant of the allowance based on specific orders of the Government may be accepted with conditions for eligibility being same as for grant of Sea Going/Sea Duty Allowance. ( Pars No, 4.10.36) Accepted, High dithude Allowance In line with ifs gediéral approach on alfowences, the Commission recommends doubling of the existing rates of High Altitude Allowance. As regerds the demand for a High Altnude Allowance in cerinin areas at 80% of the rates of Sischen Allowance, the Commission observes that Goverment has already gmuted this allowance in July, 2007. Taking note of the rates recommended for this allowance, the Commission recommends that 80% of the revised Siachen Allowance shall be granted in these areas in-future..{ Para No. 410,39) Accepted 18. Sea Going/Sea Atfowance ‘The Commission recammends that retuining the relativity with the field areca allowunce, the existing rates of the Sea Going/Sea Dury Allowance may be doubled. ‘The commission has also noted that the genesis.of the Sea Going/Sea Duty Allowance is separation from the family. (Pura No.4.10.97) Accepted ‘Leave entitlements It is recommended that. the quantum-of eneashment of leave for Defence Forces personnel should be delinked from the numbers of years of service and all Defence Forces personnel shall be allowed encastimert of leave of upto 300 days. The relaxation made in the case of civilign employees in regurd to encashment of Icave during LTC and the ceiling for leave encashment shall also apply to Defense Forces personnel. The demand for extending the provisions of accumulation, commutation end encashment applicable to half pay leave to Furiough cannes, however, be accepted as it ‘would introduce a distinction between the nature of the feaye permitted 10 be encashed by affleers and PRORs, The Commission, therefore, does not recanumend eneashment of Furlough. (Para No, 4:10.102). Accepted Sick Leave Ir has been proposed to grant full pay to officers during the entire period of sick leave irrespective of duration, provided the sickness/hospitalization is attributable/ageravated due to service conditions. The Commission recommends: that the emire period bf hospitalization should be covered by grant oF full pay and atlowences. (Pars No. 4.10,103). Materaitv Leave ‘A similar provision’ should be followed in the case of women officers of the Defence Forces and they should be granted muterity leave far 180 days for each confinement subject too maximum of two children.
