The Rotary Club of West Cagayan
de Oro (Rcwestcdo), one of the premier and
most active Rotary Club in Rotary
International District 3870 today, has
officially launched the search for the Most
Outstanding Public-School Teacher Award
(MOPSTA) in partnership with Department
of Education, Region 10. The Search is
open to public classroom school teachers of
the elementary and secondary levels who
have been teaching for at least 3 successive
years with good moral standing and without
administrative charges. The coverage areas
shall be from all Divisions of Region X.
The selection process will be based only on
the prescribed criteria in choosing winners broken down as follows: Personal Qualities and
Character 3%; Instructional Competence and Teaching Effectiveness 47%; Community
Involvement 3%; Demonstration (Classroom Visit) 25%; Teacher-Student. Among these BEST
and hailed as the grand winner was Mrs. Jennifer S. Cataluña.
Mrs. Cataluña, is not just your typical devoted wife and a mother of two. She received a
prestigious award in last October 2020 as the 38th Most Outstanding Public School Teacher
Grand Winner, sponsored by the Rotary Club of West Cagayan De Oro in partnership with
DepEd Region X. She was also Metrobank 2019 Finalist in Most Outstanding Filipino Teacher.
Mrs. Cataluña, a Master Teacher 1 and currently taking her Master Teacher II, from Tambo
Central School, North III, Iligan City. She is handed a Grade 6 Special Science as a class adviser
and 15 years’ service in DepEd. She is manned as one of the best teachers that go beyond their
profession to be able to nurture the minds of the young generation. The achievement and
promotion of quality education among her learners is evident. She has been a consistent and
award-winning coach in the field of science and literacy. She gives her best out of what she has.
In her own ways, she strives to bring out the best in her learners. The professional and civilian
awards she received are manifestations of her love, dedication, commitment and passion as a
public servant.
She led the crafting of Project Bukhad L-I-B-R-O (Let’s be Inspired Through Book
Reading Often) where learners from kindergarten to grade six are introduced to specialized
reading activities. In 2017, through the school’s science club, she facilitated a peer tutorial and
storytelling activity to reach out to 50 internally displaced learners from Marawi City and assist
in their psychosocial recovery. She even made a history in the field of science clubbing
movement when she puts her school, division and region in the map of the Philippines after
being recognized by the Philippine Society of Youth Science Clubs, Inc. as 2017 Best Science
Club Adviser after serving as exemplar of excellence. Despite many achievements, awards and
recognitions from different educational sector, Mrs. Cataluña remained down to earth person and

give glory to the God almighty in everything she received. Though the recent award she received last 2020 added more responsibility to her as a teacher, she embraces it with open arms. “I have to accept that day that I am a hundred richer than the other teachers in my school but also a hundred times responsibilities I need to sustain. I need to act and become a good influence in model to my colleagues when it comes to commitment and discipline.” “Yes, it is an added responsibility because you will be given the trust, you have to fulfill that trust. You have to let them know that they have not mistaken to give the award to you. I am happy in one way or another because it’s a part of my legacy.” Mrs. Cataluña said in an interview. The Rotary Club of West Cagayan de Oro has seen her dedication and choose her to be the grand winner where she received a hundred thousand cash prize and trophies. “I was very happy when I received that cash prize…I was able to attend the financial needs of my family. I used it responsibly and added it to the savings for my two children for their future.” She said in an interview when asked what did she do with her winning cash prize. “But as I said even without the cash, I am still happy, the honour itself, the respect its very hard to earn. Like how the respect that you are giving tome right now is already a prize to me more than the hundred thousand I received last time.” She ended the interview with an open letter for the aspiring teachers. “Sa aking mga estudyante, Masayang matuto, masayang mag-aral kahit sabihin mo sa akin na ayaw mo na, nahihirapan ka na, hindi mo na kaya. May kinang parin sa iyong mga mata. Noong pinag-aralan natin ang ganda ng solar system. Noong tinanong mo sa akin paano nagkakaroon ng baygo. Noong nalaman mo kung paano kumakain ang mga halaman. Hindi ako naniniwala na hindi mo na kaya at ayaw mo na dahil sa kinang sa iyong mga mata Nakita ko na natutuwa kang matuto at malamang Nakita mo ang parehong kinang sa aking mga mata. Huwag mong kunin ang mga salita sa mga taong nagsasabing na wala kang kwenta. Hindi iyo ang mga salitang iyan, kaya huwag mong paulit-ulit sabihin sa iyong sarili. Bata ka pa at marami ka pang malalaman tungkol s aiyo. Bata ka pa, hintayin mo lang at mamangha ka sa sarili mong galing. Huwag kang pumayag na magkulong sa sarili mong kakayahan.
