This attachment training report is dedicated to my parents and my brother Titus Rutto as a

result of the support they gave me during the attachment period.

ABSTRACT

The purpose of industrial attachment creates the need for any discerning student to create a

clear picture of what has been done in the form of a report. Field attachment is a field of

practical training experience that prepares trainee for the tasks they are expected to perform

on completion of their training. This report contains information which I gathered during my

industrial attachment at West Pokot County for a period of three months. As a student, my

involvement in this attachment was to make sure that I acquire new knowledge and practical

skills, improving my confidence in problem solving and to utilize the opportunity to relate

with different category of people likely to be met in real life situations. This report gives all

the activities I undertook at west Pokot County, the experience I gained, the practical skills

acquired and the personal inputs to the organization. My report gives a brief introduction

about west Pokot County and the work/duties of different departments in the organization.

The report also gives details of the duties/functions of my host department i.e. Finance

department. The information am giving in this report reflects all the achievements I achieved

according to my objectives set herein. This report shows the benefits, success, challenges

encountered and how I was able to overcome the challenges. It also shows my

recommendations and the conclusion of my attachment.

1.1.2 History of West Pokot County Government

In 1913-1914, the colonial government established its first administrative post in West

Pokot at Marich, the present-day center of Wakor in Sigor division. In 1915/16, the

administrative center was moved from Marich to Kacheliba in the western plains. Two years

later (1918), West Pokot District was created and subsequently parcelled into divisions and

locations for administrative purposes. Until 1921, the district was part of Naivasha province.

Between 1921 and 1929, West pokot was part of the Kerio province, then it was part of the

Turkana province until 1941. In 1941, the district was incorporated into the Rift Valley

Province.

Moreover, until 1922, part of the present-day West Pokot County, the Karapokot areas

northwest of the Suam River was administered from Uganda. In 1922, after negotiations

between Uganda and Kenya, Karapokot was handed over to West Pokot District. By 1929,

North and South Turkana, East and West pokot had separate district administrative stations;

that of West Pokot was at Kacheliba.

In June 1930, Kacheliba was abandoned and the station moved to Kapenguria, and it has

remained the district headquarters ever since. Kapenguria also doubled as the provincial

headquarters for the newly created Turkana province. The province comprised of North and

South Turkana and West Pokot districts.

The move to Kapenguria was undertaken to improve conditions for the Europeans

administrators. According to the administrators, Kapenguria was undoubtedly a more healthy

and pleasant spot to live for the officers and clerical staff.

The new headquarters was officially visited by His Excellency the acting governor, H.M.M

Moore on 13 December 1930.

But despite this choice Kapenguria was not the best center for administering West Pokot. It is

situated on the escarpments and at the Southern part of the district. By 1930, the population in

the area was extremely sparse.

In 1970, the area of Karapokot which pokot had complaints about was officially handed over

to the government of Kenya by the Uganda administration. After some discussion about a

possible special status, a sub-district, Karapokot was later divided into Kacheliba and Alale

divisions of West Pokot district. At independence West Pokot was divided into three

divisions; Kapenguria, Sigor, and Karapokot. Each division was headed by a member of

parliament who was elected by the people. Between 1970 and 1995, West Pokot was further

divided into five divisions and twenty-two locations. Kapenguria remained the headquarters

of the district.

Besides the creation of West Pokot district and related boundaries, the colonial administration

also went ahead and established a LNC in the area as in other parts of the colony. This was a

legislative branch that consisted of Chiefs (nominated) and one elected member from each

location. At the same time there were varying numbers of headmen, depending on the size

and population of the location who acted as assistants to the Chiefs. The duties of the LNC

included adjustments of salary scales of its employees, making by-laws, licensing local

1.3 ORGANIZATION STRUCTURE

The county government of west pokot which was formed among other 46 counties in Kenyan

constitution that was promulgated in the year 2010 consists of two sections which are;

The county assembly and the county executive

The county executive is headed by the Governor who is the Chief executive of the County

government and the Deputy Governor is the d8391eputy Chief Executive of the County. The

County executive committees who are the ministry heads supervise the administration and

delivery of services in the County and all decentralized.

The county assembly is chaired by the county speaker passes and amends the county laws in

the county assembly sittings.

2.2 General activities undertaken in the organization

The activities undertaken at WEST POKOT COUNTY include

 General computer repair and maintenance.

 Printer and copier repair and servicing.

 Receiving of tenders in CCTV installation and maintenance.

 Network implementation in organizations.

 Offering customer support on computing devices.

2.3 Specific activities undertaken during attachment

 Software installation and maintenance

 Hardware repair and upgrade.

 Device routing

 Customer support.

2.4 Purpose

The report serves to summarize the activities and experiences with WEST POKOT COUNTY

ICT department. The following are the purpose of the program:

i. To output the knowledge and skills acquired in classroom to a working

environment

ii. To translate the theories and assignments learnt in class into an actual working

environment

iii. To expose the learner to work methods not learned in class and to provide

access of equipment and devices that are not available at the university.

iv. To assess interest of the learner in occupations he/she intends to undertake

It has helped me to assess the occupation of the career that I plan to specialize in future.

The program has enabled me to be exposed to the real world with a lot of ease to fit in than

what the course could have given me.

It has enhanced my rapport and network with the company giving me a good opportunity of

job entry

2.8 Description of Duties

Formatting and installing software

Installation of antivirus software (Kaspersky Anti-virus 6.0 and Quick Heal Antivirus) and

updating it.

Installation of Operating system (Windows 10&8).

Installation of Microsoft Office application program.

Installation of outlook and its configurations.

Installing Browsers (Firefox) and configuring it.

Hardware

Upgrading computers for example replacing CMOS battery and adding RAM

Setting up a computer in a new location

Replacing faulty peripherals for instance keyboard, mouse, monitors etc.

Blowing of PC’s and Printers and cleaning them

Replacing cartridges on printers

Customer support

Providing support to users who have problems in network connections

Helping users with printer connection problems

Helping users to troubleshoot slow PC’s

Networking

Configuring proxy settings.

Identifying problems in the network for example loose cables.

Troubleshooting the problems of the network cables.

Resolving user login conflicts.

2.9 SPECIAL REGULATIONS GOVERNING BOTH THE ATTACHES’

AND THE STAFF.

In West Pokot County offices, there are some set of regulations and measures concerning

both attaches and staffs. They include the following;

The attaches’ does not displace regular employees but works under supervis ion

of existing staff

The attaches’ is not necessarily entitled to a job at the conclus ion of the

internship

The employer and the attaché understand that the attaché is not entitled to wages

for the time spent in the internship

All staffs and attaches’ should be in official wear from 'Monday to Friday and in

a decent casual wear on friendly.

One should fair to all clients without discrimination.

Time conscious and reporting at the station at 8:00 am and leaving at 5:00pm.
