Urbanization among the developing countries have brought both advantages
and disadvantages since some of the countries were not prepare for the flocking of
people from the rural to the urban. Since then, governments have to create and
carry out program that would answer to the different problems as the effects of
urbanization.
The Philipine government being a developing country for years have been battling
the problems of urbanization. Filipinos from the rural areas migrated to the cities
because of the promise of opportunities that their lives will be better or if not will
open many doors for them to become rich. Due to these views, many of them sold
their lands and some of them abandoned and bought properties in the cities.
However, not all were blessed. Even poor Filipinos took the risk of going to the cities
even though they did not have enough financial support to make their lives
comfortable in the urban. Volumes of people migrated to the cities and in the 20th
century, some cities were overpopulated because of this. As a result, informal
settlers came into existence and have been a problem, in addition, it also carried
more problems that cities have to face. Thus, the Philippine government tried to
explore different solutions in order to address the problems, that led to the creation
of the National Housing Authorithy in 1975. This is a national agency which is
tasked to develop and implement a comprehensive and integrated housing program
which shall embrace, among others, housing development and resettlement,

Furtheremore, this phenomenon is an unsightly manifestations of uban decay and intergenerational neglect. Under Republic Act 7279 known as The Urban Development and Housing Act of 1992, local government units were mandated to adopt measures to effectively curtial the proliferation and further increase in the number of informal settlers and mendicants in his or her locality and find ways to relocate existing settlers to sites with due regard to general welfare and well-being through socialozed housing programs and relocation sites for their constituents, incluiding barangays. An agency was created to assure that all cities are performing in aiding people who have did not have a house and land of their own. Iloilo City Urban Poor Affairs Office (ICUPAO) through Regulation Ordinance No. 95-055 was created in Iloilo City. the… Sooc Relocation Site is situated in Navais Mandurriao and Arevalo. People started to be relocated in 2001. Some of the highlights of power and functions of ICUPAO are, to evaluate and monitor completed and ongoing shelter projects in squatter resettlement areas, and help in coordinations of the various activities and services rendered by the different government organizations for the urban poor. One of the two tasks and duties of ICUPAO and the host baragay officials are to coodinate with line agencies/offices and private sectors on the development of livelihood program at the resettlement and on-site projects and provide technical assistance and other form of service to host-barangay officials cope with abnormal population growth.
