2. Problems encountered by researchers in computer science A research problem is an issue or concern that an investigator presents and justifies in a research study. Most ICT researchers in Kenya experience several challenges in the process of their research work. 4.Performance measures and complexity.
Computational models deals with what is possible to solve using computers not regarding that perhaps the problems to solved are beyond practical limits for time and memory. Moreover, performance measures and in particular complexity theory, try to answer what is solvable on computers. Some of these problems are nonetheless so difficult that they are called intractable problems. Therefore, these Scientist finds it hard to solve them efficiently by any current computer and thus they can only be solved approximately or providing solutions working almost the same.
Financial Constraints
The researcher has to waste some time and incur some expenditure. Research is very elaborate in terms of preparation and funding. Despite adequate planning, the practical part of the research is unknown. Most researchers find it difficult to obtain data or information from their study population or area of study. This is frustrating if the expected result or outcome is fruitless.Generally, government institutions find it difficult to finance research projects since it is difficult to measure success and infrastructure.
Lack of Computerization and Personnel Kenya has begun to embrace technology by introducing ICT courses such as Computer Science. Research work in technology has become a priority to higher institutions of learning. In regard to research, most Kenyan universities have not yet developed comprehensive ICT policies and strategies. Most universities allocate only 1% of their revenue to ICT yet more are needed to boost IT investment. In addition, universities evaluate their students based on supervision rather than promoting scholarship to improve learning. The large number of students in institutions also hinders provision of enough ICT infrastructures; as a result, most students taking IT courses in Kenya are incapacitated in terms of resources. Apparently, there is limited relevant content that are used for teaching and available for access by students. Majority of the Kenyan population are not prepared or trained to use IT in their work. Many of the government institutions
also have no professional experience in ICT industry as engineers, software developers, or in the emerging area of computer and network security Library Management Library management is becoming a core concern for majority of researchers in Kenya. Resources in the Libraries may include IT infrastructure, reports, and journal or research materials. The organization and structure of most libraries has continually become cumbersome to search for research materials. The available resources are either insufficient or has become obsolete over time as result of ever- changing technology and programming languages. There is also lack of methodology in scientific training of researchers in Kenya. This has lead to incomplete or insufficient outcomes in research work. This has also lead to low research outputs by schools, faculties and departments. Research has shown that Kenyan Universities are still unable to provide ICT class room services or equip its libraries and faculties with enough computers and reading materials. Confidence Confidence and trust is fundamental for a research project to commence and succeed. Most ICT firms, universities and government institutions do not have confidence that the material supplied by them to researchers will not be misused and as such they are often reluctant in supplying the needed information to ICT researchers. Although Kenya has produced a large number of ICT university students e.g. programmers and computer professionals, most universities do not fully recognize the innovative capacity and skills of the ICT students. This is eminent because most institutions may not have enough trust on research conducted by students.

In conclusion, the field of computer science has experienced major setbacks since it is a new industry in the Kenyan market. Inadequate budgetary allocation, insufficient and inexperience personnel, lack of infrastructure and incompetency are the major problems faced by ICT researchers in Kenya.
