A common concept in CCPM is the “student syndrome,” in which it is expected that team members will wait until the last minute to complete a task (much like a student does the night before an assignment is due). Thus, the reason for cutting task duration estimates down to the 50% level is to encourage resources to work at 100% of their capacity. Discuss the validity of this concept and also the effects of continually running resources at 100% capacity. What about the need for training or preparation time to begin the task?

Suggested answer:
APF is less likely to waste the client’s money compared to xPM for projects that are killed. An APF project
will always provide some salvage value to the client even if the project is terminated before completion. APF projects start out with known deliverables, and they will have some residual value when the project is terminated. xPM projects present a different picture. Since they are speculative from the start, they
may never produce any residual value upon termination.
