Two page summary from DIT report EXECUTIVE SUMMARY Clean Seas is seeking access to existing marine infrastructure at Point Lowly and Whyalla Marina for commercial purposes. Within their fleet they have identified vessels that require access for the transfer of crew, fish feed and maintenance supplies to penmit an assessment of the capacity of the existing facilities. The nature of the demand associated with the vessels and the transfer operations is summarised in the Functional Specification document in Appendix 6 of this report and the capacity of the existing infrastructure to permit access for these vessels and to support the transfer operations is summarised in Section 6.0 of this report. Robert Bird Group, GN Marine, EP Environmental Projects and Jim Allen and Associates were engaged by DIT to undertake the following tasks: * Conduct site inspection of the Point Lowly and Whyalla Marina « Prepare high-level gap analysis of the existing facilities at Point Lowly and Whyalla Marina based on a ‘structural and civil engineering condition assessment, environmental assessment and an operational assessment (with respect to mooring and berthing activities) * Provide an opinion on the potential impacts of the use of the existing facilities if they are used support ‘Clean Seas aquaculture operations for a period of 5 years (subject to DIT confirmation) as an interim measure whilst Clean Seas, Whyalla City Council and Department for Intrastructure and Transport develop a long-term bespoke facility. The conclusion drawn by the assessment is that the existing infrastructure is suitable for the proposed access and use by Clean Seas, subject to the following minimum conditions being met: At both sites: « Provision of safe work method statements to permit a complete understanding of the proposed Operations. « Regular maintenance dredging to be altered to achieve the target low tide depths for the vessels required to enter the marinas: « Condition and safety upgrade of existing whart facilities including new handrails and bollards « Condition and safety upgrade of hardstand areas including resurfacing, measures to segregate loading zones from public spaces and storage facilities At Point Lowly: « Quantitative assessment of potential noise impacts on nearby residents « Quantitative assessment of lighting levels required for safe operation by Clean Seas * Widening and resurfacing of the pavement between the boat launching facility and the carpark (hardstand) area to provide sufficient access width for Clean Seas, recreational boat users and adjacent residential driveway * Upgrades to existing road access for semi-trailers including segregation from residential and tourist areas, subject to a Road Safety Audit « Installation of additional mooring structures at the boat launching ramp At Whyalla: « Provision of parking control measures to reduce potential congestion on the entry road The report also offers suggestions for infrastructure improvements which can increase the efficiency of transfer operations from land to vessel.
