Proposal: Our proposal consists of the Demolition of existing restaurant and ancillary facilities and proposed construction of underground basement parking, restaurant class 4D including ancillary facilities, guest house class 3A including outdoor pool, shop class 3D, multipurpose hall and playing area.
This work method statement is primarily being prepared to ERA’s satisfaction to ensure conformity with any Environmental Considerations requested by the Environment and Resources Authority in connection with PA/02911/16.
This report describes the anticipated excavation, demolition and construction programme for the development and describes the nature of the activities to be undertaken. It outlines approximate project phasing and the appropriate measures which shall be taken to mitigate environmental pollution and nuisance to the surrounding areas.
If any revisions to this work method statement are required, these will be submitted for approval to ERA with a minimum time period of one week in advance, and any revisions will be listed in the table below.

2.1. General
This works method statement is being submitted in connection with the application for the demolition of an existing structure and ancillary facilities and the proposed construction of underground basement parking, restaurant class 4D including ancillary facilities, guest house class 3A including outdoor pool, shop class 3D, multipurpose hall and playing area. Such works will include demolition, excavation and construction.
Further details about detailed programme of works, construction machinery and other technical issues, if required, will be submitted for approval at a later stage as project details are finalized and the developer starts negotiations with the selected Contractor.
The location of the project is indicated in the attached site plan (Appendix A).
2.2. Description of Proposed Works
Our site is located within the area of Għar Lapsi in Siggiewi, and the existing building contains an elevated ground floor with terraces and outdoor areas with a first floor above. The site is included with the Planning Authority North West Local Plan of Malta under the rural policy.
The works will include the demolition of the existing building and ancillary facilities, excavation within our site confines, the construction of the new structure and then lastly the finishes and M&E services will be implemented. Excavation will include the excavation of underground basement parking level as well as the creation of an underground reservoir.
It is important to note that all civil works, that is demolition, excavation and construction, of the proposed development will be confined to the existing site perimeter.
3.1. Duration of Works and Methodology of Programme
The start dates of this project will be only after clearance in obtained from ERA, from PA upon the submission of an approved commencement notice and upon receipt of BCA clearance. At
this time, no contractor has been appointed and we therefore ask that an exact programme of works is submitted to the ERA for their approval following the publication of an Executable permit from the Planning Authority but prior to the commencement of any works on site. However, we can advise at this stage that works are programmed to take less than 12 months to reach practical completion.
At this point, the proposed duation of works are envisaged as follows:
Demolition works – 6 working weeks Excavation works – 4 working weeks Construction works – 20 working weeks Finishes and M&E Services – 16 working weeks
The programme of works will also include blackout dates which are common for Maltese contractors namely, summer and Christmas Shutdowns. It must also be noted that the Programme starts from site mobilisation and excludes the period for approved permits.
3.2. Timing of measures to avoid impact and Nuisance
Construction work onsite, as per LN295 of 2007 Schedule III (Regulation 5), may commence at 7:00am and shall cease at 8:00pm at the latest. However, within our project all works and operations shall cease before sunset. Additionally, no commercial activities shall take place after 11pm. Site activities generating more than 65dB measured immediately outside the site shall cease between 2pm and 4pm. No construction work shall be carried out on Sundays and Public Holiday unless emergency construction is required and permitted.
In addition, as per Subsidiary Legislation 513.02 LN72 of 2013, site work requiring the use of a mechanical excavator with a hydraulic hammer attachment and/or a pneumatic drill, shall not commence before 08:00am and shall cease between 2pm and 4pm and after 8pm.
Notwithstanding, works in the late afternoon and on Saturday will be scheduled in order of the low noise works to be carried out to ensure as least nuisance to neighbours.
Signage will serve the purpose of informing all passers-by that unauthorized entry is strictly prohibited and that authorized visitors must wear all the necessary protective clothing and strictly adhere to safety regulations and procedures. These signs shall contain the name of the project, developer, project manager, architect and contractor executing the works. The project manager’s contact information (including office hours and emergency non-working- hours telephone numbers) shall also be shown on the board.
Traffic signs should also be provided in vicinity of the site, warning all road users, visitors and third parties of the ongoing works, possible traffic diversions and restricted areas.
5.1. Temporary Traffic Management
It is not envisaged that during works any roads will need to be closed off to traffic during construction. Heavy delivery vehicles will travel along Triq Lapsi and then follow the road down to the existing restaurant establishment. Access to the scheme site will be from the anterior side of the existing building on Triq ix-Xagħra ta’ Lapsi and from its westerly-side which is currently an outdoor dining area. Accessibility to the adjacent parking area and the nearby third-party restaurant will ensue because the road widens just in front of the scheme site.
During the civil works, all construction machinery and vehicles will park within the site confines.
Vehicles will exit from the same entry route.
Parking spaces outside the site will not be effected and will remain in use by the general public at all times.
Should any roads need to be temporarily closed to allow for heavy vehicles or long vehicles to pass through, all appropriate permits will be sought from Transport Malta and the respective Local Council prior to the commencement of works.
5.2. Site Access and Gates
Vehicular access to the site will be via the Main Gate. Pedestrian/worker access from road level will also be via the same site gate.
All entrances and exits will be secured by means of steel gates in order to ensure that no trespassing occurs and to safeguard the general public. Such gates shall be kept closed and locked when the entry to the site is unattended and shall remain in place until the completion of the construction activity. Personnel will register in and out at their respective contractor’s site office within the our site.
5.3. Pedestrian Routes and Protection Measures for Safety of Pedestrians
No alteration to pedestrian routes outside the site boundary will be required, thus, having no impact on residents and locals.
5.4. Delivery and storage of materials
The project will adopt a ‘Just-in-time’ approach in that materials for construction will arrive on site when needed and will be installed directly at that time. This applies for all elements of construction such as concrete blocks which will be immediately offloaded to the respective floor under construction. Allmaterial will need to be adequately protected and is not to obstruct vehicular traffic within the site at any time.
No hazardous debris is envisaged to be removed from the existing site. Material and equipment will not be left unattended and where possible will be removed promptly from site or stored in a closed compartment within the built building envelope.
Debris will not be left to accumulate on site. Construction waste will be offloaded directly into waiting trucks, thus, adopting a ‘Just-in-time’ approach. No building material, waste, machinery or plant shall be allowed to obstruct the pavement or the smooth flow of traffic in the vicinity of the site and on site. Adequate measures shall be taken to ensure that the vehicles leaving the site are well covered and that no material is deposited onto public roads.
5.5. Reinstatement of damaged roads
Should any local settlement or surface damage be caused to the surrounding roads, the procedures set out by the Roads Department / Local Council shall be followed to repair the damaged areas. A street condition report will be carried out highlighting the existing road condition.

5.12. Endorsement of traffic plans
No traffic diversions will be required.
6.1. Pollution Hazards
During works every effort will be made to minimise noise and dust pollution and measures shall be undertaken to ensure that the site and its immediate vicinity are kept clean at all times through measures such as water sprinkling to help settle dust and wheel washing prior to exiting the site. Furthermore, dust generation should be mitigated to avoid negative environmental impact and water sprays are to be utilised. In particular, dust suppression should be enforced during any percussive drilling, trenching or excavation. Additionally, no
high-noise generating activities will be carried out between February and mid-October and no noisy equipment will be utilised in the early morning hours. All noise equipment such as pneumatic tools and compressors should be adequately equipped with silencers.
6.2. Wildlife and natural environment
Part of the site is situated within an urban context, however, bordering the site at its ends are a number of fields and open spaces. Moreover, the grounds of the site are extensive and thus, every effort will be made to ensure that there is no pollution or dumping of waste material. For this to be realised, an environmentalist specialist will be part of the team and requested to carry out site inspection as he deems appropriate. All existing trees on site should be protecting and no felling, cutting or stripping of trees will be allowed.
6.3. Wheel Washing
The project does not incorporate external excavation and other major construction works and thus, it is not envisioned that construction vehicle wheels will be in contact with dust and/or mud. Nonetheless, the provision of wheel washing will be set up as required and wheel washing will be carried out whenever needed prior to vehicles existing the site. This facility will remain in place until the end of the civil construction phase. Other phases, such as M&E, finishes and furnishings, will not see construction vehicles entering the site and thus, the facility will be discontinued. In particular, within our site a wheel-washing station will be set up to ensure that debris is not carried out into the road. Care should be taken to wash the wheels of all vehicles and machinery entering and exiting the site in accordance with all environmental and transport laws. The material should then be carted away to an approved dumping site by means of trucks, adequately covered to prevent the dispersal of debris during its journey.
6.4. Water & Electricity Provision The contractor should be responsible for all water and electricity provisions, including all temporary meters and permits given that no existing metre is installed on site.
6.5. Dust Control
A suitable PVC or equivalent dust-proof sheeting shall cover all trucks that are carrying materials containing dust particles. Trucks will not be overloaded, and water sprinklers/sprays
Approximately twenty (20) personnel will be working on site at any one time, including a health and safety office, a project manager and a site monitoring officer besides the construction workers themselves.
7.1. Waste storage, transfer and treatment
All waste products will be removed immediately from site and therefore, no long term storage, transfer or treatment will be required.
Waste separation skips will be provided on site for both construction material and smaller waste generated by workers.
All resulting debris should be properly sorted into different groups prior to transportation from site. As previously mentioned in this report, we will try and re-utilise any good condition inert material within our site, otherwise any waste management shall follow the provision of S.L.549.63 (Waste Regulations) and S.L.549.45 (Waste Management Activity Registration Regulations) as well as any other applicable regulations.
Clearing of the site will be conducted through the use of excavators utilized or with a crane and bucket .All the debris should be loaded directly on trucks, and the contractor is required to ensure that the size of such trucks are adequate to suit the access available from the site. All vehicles which will be utilised to transport waste will be registered waste vehicles. This should be carried out by causing no distribution to the street and if any permits are required so as to reserve parking spaces or to temporarily close the road then they will be obtained accordingly. As previously mentioned in this report, we will try and re-utilise any good condition inert material within our site, otherwise any waste management shall follow the provision of S.L.549.63 (Waste Regulations) and S.L.549.45 (Waste Management Activity Registration Regulations) as well as any other applicable regulations.
7.2. Generated Waste
Once civil works start, any good quality building material collected from the site will be safely stored in a protective container so as to be able to re-utilise this material whilst constructing, to encourage environmental friendly practices. At this point in time, it is assumed that the following volumes of waste will be generated:
Demolition – Stone walls - 1530m^2 Demolition – Concrete - 270m^3 Excavation– limestone rock - 3000m^3
7.3. Waste disposal locations
All waste material will be disposed of in a WasteServ Ltd. approved dumping site. All waste will first be separated into different categories and then be carefully taken to the appropriate place. As a contractor has not yet been identified, as previously mentioned, this report will have to be updated once the permit is issued and a contractor is listed on the required commencement notice. However, all clean inert waste will be disposed of at a site listed as an appropriate quarry on the ERA website, all non-inert waste will be disposed of at a Waste Management site listed as appropriate on the ERA website and all other waste will be disposed of at an appropriate waste carrier site as listed on the ERA website.
At this time, we do not believe we will have to dispose of hazardous waste however if this is required we will contact ERA to obtained a valid waste consignment permit accordingly.
8.1. Certification and Licenses All plant and vehicles used in the project will be in possession of all relevant certification and licenses prior to operating on site.
Only equipment that will be usd is:
(a) Of suitable type for the location and type of work; (b) In the charge of a competent operator; (c) Maintained in good working condition.
All operators shall be trained and competent. All equipment will be certified throughout the duration of the works.
10.1. Overview of Works
The works, in summary, comprise of:
i. Site mobilisation including securing of site ii. Demolition of existing building and ancillary facilities iii. Excavation of basement structures including parking and reservoir iv. Construction of new structure and ancillary facilities v. Finishes and M&E services implementation
10.2. Raw materials It is estimated that the following amount of raw materials will be required during the construction phase:
Bricks: 3400m^2
Concrete: 800m^3
Steel Mesh reinforcement: 7150kg/m
Steel Bar reinforcement: 7140kg/m
10.3. Commence Date of works
PA/02911/16 - Commencement date will be as per date of commencement notice accepted by the Planning Authority.
10.4. Construction Methodologies
All works are to be carried out in accordance to the Health & Safety provisions. Refer to Item 9 HEALTH AND SAFETY above.

10.5. Excavation
Please find below all issues related to our method statement in relation to excavation works. All works should be carried out in accordance with good practice standards.
10.5.1. Description of affected zone of the excavation
At this point in time, the rock level is currently unknown however once we have been granted BCA clearance, demolition works will commence in a sensitive manner as benefiting the site surroundings. Following demolition of the existing structure, geological testing will be carried out by the independent testing company. If necessary, this report may be modified and re- submitted to the BCA agency following receipt of this geological testing. At this point in time, as a conservative estimate, we are assuming that we will find a stratum of upper coralline limestone, which is the youngest tertiary formation found in Malta with terra soils also present.
It should be noted that there are no close third-party buildings directly abutting the site. However, prior to the commencement of works on site we will still inspect the properties which are deemed to be within the affected zone has been determined as per the Fifth Schedule (Regulation 7 & & of Clause 2). We will also carry out inspections of the surrounding road infrastructure. In particular, however, excavation has to be done in a slow and sensitive manner to as to avoid disturbance to the crumbling cliff face which is in proximity to the existing structure.
10.5.2. Description of the loads acting on the ground within the affected zone
Within our current proposal, we will be demolishing the existing structure and therefore new loads will be imposed. Following the demolition of the existing structure, we will obtain the results of the independent geological tests and we will thus design foundations to spread out the newly imposed load in accordance with these considerations.
