1. Credibility in public diplomacy:
Implication (of the dimension of public diplomacy)
How to win the foreign public’s attention?
Access to multiple communication channels.
Similarities between the country’s culture and ideas with current global norms.
Country’s credibility to enhance both domestic and international behaviour.
2. What is EUNIC and what is its role in public diplomacy?
European national institutes of culture that engaged in cultural (and related activities)
beyond national borders. It is a recognised partner of the EU in defining and
implementing European policy on culture, both inside and outside the EU.
Aspects: resources and expertise of national institute of culture and national bodies.
Objective: build trust and understanding between Europeans and the rest of the
world.
EU strategic approaches to international cultural:
Involving a bottom-up perspective
Building cultural diversity within the EU -> empowering citizens to broaden their
cultural knowledge,how to appreciate culture, and stimulate creativity.
Encouraging consistency and coherence of efforts -> supportive conditions.
EUNIC as a sample of multi-layered approach to public diplomacy:
building up partnership at local country-level;
thematic cluster;
expand horizontally in the EU.
3. Define social power and its implication in public diplomacy!
Ability to set standards +create norms and values that are considered valid and
desirable,without using coercion/payment.
Characteristics:
Drawing attention to the impact of framing.
Advocate norms and agenda setting.
Impacting the media and communication (and practices).
Goals: place branding and public diplomacy.

Sources of soft power: ● Culture - in places where it is attractive to others. ○ Pattern of social behaviours -> groups transmit knowledge and values at multiple levels. ○ Culture is always dynamic and unique. ● Political values - when it lives up to them at home and abroad. ○ Congruence between values and policy behaviours. ○ Quality of society and attractiveness of policies at home. ● Foreign policies - when others see them as legitimate and have moral authority. ○ Issue of legitimacy: substance and style / framing narrative.
  3. Why is soft power context-dependent? ● Cultural aspects must be addressed wisely. ○ It may be attractive in Asia, but repulsive/dangerous in the Middle East. ● Information growed in global networks are “downloaded” -> to national politics and culture.
