English Learner Module

What are English Learner Services?

▪Multilingual pupils or English Learners (ELs) are students
whose primary language is not English, and who have not
yet attained full proficiency in English.
▪Instructional services are designed to meet the language
support needs of the EL students.
▪Local level determines how the services will be provided.

English Language Development (ELD)

vs. English

▪ELD is designed to promote the effective and

efficient acquisition of listening, speaking, reading,

and writing skills of the EL student.

▪ELD is Not the same as English content instruction.

▪Single Subject Teaching credential holders in English

are not authorized to provide English Learner

Services.

Bilingual

▪ Instruction for primary language
development and content instruction
delivered in the primary language.
▪ Example, teaching a math course entirely in
Spanish.
▪These authorizations are issued in a specific
language - In order for an assignment to be
appropriate the primary language of
instruction in the classroom and the language
on the authorization must match.

▪Teaching a Dual Language requires a teaching

credential authorizing the content being taught as

well as the Bilingual Authorization.

▪Educators assigned to teach a foreign language, and

are not providing any ELD services, are not required

to hold an EL authorization

Integrated

ELD

▪ Instruction in which the state-adopted ELD standards
are used in tandem with the state-adopted academic
content standards.
▪ Example: A Math teacher with EL students in their
classroom uses the CA ELD standards throughout
the course , along with the academic standards.
Teacher may support an EL student in
understanding new vocabulary by scaffolding, or
using the Spanish word for “calculator”, etc.
▪Occurs throughout the day, beyond Designated ELD
▪Includes Specially Designed Content Instruction
(SDAIE)
▪Occurs within the context of the specific curriculum
area the educator is authorized in only, not as a
separate departmentalized instruction area.
▪Can be authorized by ELAM/S/E authorizations

Monitoring EL Assignments in CalSAAS

▪Assignment monitoring is completed in the California

Statewide Assignment Accountability System (CalSAAS)

▪English Learner Exceptions occur when an educator

does not hold the appropriate authorization for the

Education Service Code reported in CALPADS

▪CalSAAS will output one EL exception per combination

of educator, school, and Education Service Code

Middle School Core Settings

▪Departmentalized ELD courses may not be used in

core settings.

▪Departmentalized ELD requires the appropriate EL

authorization.

▪ Note: Educators that hold full EL or bilingual

authorizations can teach the course based on the EL

authorizations they have earned, but it is not a part

of the core setting.

Regrouping for in Self-Contained

Classrooms

▪Regrouping: EL students can be regrouped based on

their level of proficiency

▪Example: EL students in a self-contained classroom

may be regrouped and provided Designated ELD by a

different teacher.

▪Educators must be authorized to provide at least

designated ELD.

Co-teaching

▪If there are two co-teachers in the classroom, the

educator providing the ELD instruction must hold the

appropriate EL authorization.

▪If one of the co-teachers does not hold an

appropriate EL auth, then they are not authorized to

provide EL services.
