A. Introduction with a Case Study This report will focus the safety of working on suspended working platform (SWP) by referring an accident happened on 13 Jun 2022, of which a gondola (suspended working platform) fell from 20th^ floor resulting in the death of two workers. It is understood that the platform’s cable snapped when the workers were inspecting the cradle ahead of the external wall maintenance work. The use of SWP is very common for external wall works in construction projects as well as building maintenance. Considering the risk of falling from height, safe working procedure must be complied to minimize both the likelihoods and consequences of those risks. Otherwise, even a slight mistake could cause serious injury or even death as in the abovementioned accident. B. Relevant Regulations, Code of Practice and Guidance Notes Before the risk assessment, it is essential to understand all relevant statutory regulations, code of practice and guidance notes regarding the suspended working platform.

Reg.38A, Construction Site (Safety) Regulation, Cap. 59I It is the duty of the contractor, to ensure, so far as is reasonably practicable, the health and safety at work of all persons at the site. Therefore, the contractor should ensure the working conditions were safe and minimize all the risks associated with.
  2. Reg.38B, Construction Site (Safety) Regulation, Cap. 59I The contractor shall take adequate steps to prevent any person on site from falling from a height of 2m or more.
  3. Reg.38I, Construction Site (Safety) Regulation, Cap. 59I Every person working on a construction site who has been provided with a safety belt shall wear it and keep it attached to a secure anchorage whenever the use of the belt is necessary for his own or any other person’s safety. 1
