El martes día 6 de noviembre de 2018 los ciudadanos estadounidenses acudieron a las
urnas para renovar el Congreso y elegir –entre otros numerosos cargos locales– a los
gobernadores de 39 estados.
Consulte las fuentes bibliográficas y documentales que considere más adecuadas, entre
las cuales podría incluir los amplios dossiers publicados en las últimas semanas por los
periódicos nacionales y extranjeros y responda a las siguientes cuestiones:
a) ¿Cómo se eligen la Cámara de Representantes y el Senado de los Estados
Unidos?
Article I (Article 1 - Legislative)

Section 1
All legislative Powers herein granted shall be vested in a Congress of the United States,
which shall consist of a Senate and House of Representatives.
Despite the growth of the presidency and the executive branch, the United States
Congress is still a very strong and independent body with regard to the legislative branch.
Thus, as mentioned above, the congress is composed of a U.S. House of Representatives
and an U.S. Senate.
Section 2
1: The House of Representatives shall be composed of Members chosen every second
Year by the People of the several States, and the Electors in each State shall have the
Qualifications requisite for Electors of the most numerous Branch of the State
Legislature.
As per the Constitution, the U.S. House of Representatives makes and passes
federal laws. They serve for a two-year terms and all the 435 members get elected every
midterm and presidential election year. The number of the representatives depends on
population of the state. To be a representative must meet the following requirements:
2: No Person shall be a Representative who shall not have attained to the Age of twenty
five Years, and been seven Years a Citizen of the United States, and who shall not, when
elected, be an Inhabitant of that State in which he shall be chosen.
Reciprocity is a very important rule in the functioning of this body, because its
members are expected to concentrate their knowledge only on a specific area of political
activity, leaving to the discretion of others the areas of which do not have a specialization.

Section 3 1: The Senate of the United States shall be composed of two Senators from each State, chosen by the Legislature thereof,3 for six Years; and each Senator shall have one Vote. The 100 members of the Senate, two of each state, have a six-year term with one- third of the senators to be elected or re-elected every two years. Since 1913, they are elected by direct majority elections, since this article was one of the amendments of the constitution of the United States of America, more concretely of the Amendment 17. An important principle of the Senate is unanimous consente, since the proposed legislation is only considered law if they all agree on its approval, which means that only one senator can provoke the blocking of a promulgation of a law. b) ¿Qué cargos se hallaban en juego en la elección del 6 de noviembre? In the November 6 midterms, 35 of the 100 seats in the Senate were in play, that is to say, one-third of the seats as planned elected or re-elected every two years, and all 435 seats in the House of Representatives. Also 36 governor races across the country and housands of state legislature contests and municipal polls. c) ¿Cuales fueron las principales propuestas de campaña de republicanos y demócratas en estas elecciones? Healthcare, immigration, education and gun control are the major policy discussions. “The Affordable Care Act, signed into law by Mr. Obama in 2010, barred insurance companies from denying coverage to those with pre-existing conditions, required all Americans to get health insurance, offered subsidies for many plans and allowed states to expand their Medicaid programs.”^2 d) ¿Quién puede considerarse que las ha ganado? ¿Qué escaños y qué gubernaturas de relevancia han sido ganadas y perdidas por cada partido? The Democrats returned to have a majority of deputies in the house of representatives which may complicate the second half of the term of the Republican president Donald Trump. So far, Democrats have elected 235 MPs and Republicans, 199. However, the Republicans managed to maintain a majority in the Senate, with 53 members while Democrats have 47 seats. The house of the representatives, having a majority of Democrats, must block the president's projects, such as the construction of the wall in Mexico or the end of Obamacare. Representatives will also be able to investigate Trump's possible business conflicts of interest and allegations involving the president's 2016 campaign and Russia. Already in the Senate the victory is a guarantee against an eventual process of impeachment.
