Committee: The International Criminal Police Organization (Interpol)
Topic: Combating the Rise of Terrorism Activities
Portugal, as a member state of Interpol through our National Central Bureau (NCB), recognizes
the serious global threat posed by the rise in terrorism activities. As a country that suffered
decades of violence due to domestic terrorism by extremist groups in the 20th century, we
understand the severe impacts terrorism can have on a nation’s stability and its people.
Portugal believes a multi-pronged approach is required to effectively combat the growth of
terrorism worldwide. This includes:
Intelligence Sharing and Border Security
- Portugal advocates enhanced intelligence sharing between NCBs and frontline officers through
Interpol’s I-24/7 system. This allows quicker identification of suspected terrorists and disruption
of their movements across borders.
- We support Interpol’s databases of watchlists, fingerprints and criminal records to be
continuously updated and made more easily accessible to border security teams.
- Portugal calls for increased technical training and access to Interpol’s capabilities for officers at
border crossings and transportation hubs to accurately screen for and interdict terror suspects.
Terrorist Financing
- As a member of the Financial Action Task Force (FATF), Portugal stresses the importance of
global cooperation in detecting and disrupting the complex networks through with terrorist
groups raise, move and utilize funds.
- We urge Interpol member states to share financial intelligence via secure channels and
incorporate it into investigations and alerts.
- Portugal also calls for capacity building assistance to nations lacking in resources to effectively
monitor and intervene in terror financing within their jurisdictions.

Countering Violent Extremism

  • Portugal recognizes the online sphere has become a potent medium for radicalization and terror recruitment. As such, we support counter-messaging campaigns on digital platforms to reduce the appeal and spread of extremist ideologies.
  • Our nation also encourages the promotion of inclusive societies, religious tolerance, economic development and community engagement to counter the root factors that can leave populations vulnerable to radicalization.
  • Portugal advocates reforming educational curriculums and teaching critical thinking skills to help inoculate youth against extremist beliefs. Portugal reiterates terrorism should have no place in civilized society. We stand ready to cooperate closely with our Interpol partners and local communities to address the diverse conditions, motivations and opportunities exploited by terrorist groups to grow their numbers and carry out violence. United, we can effectively combat the rise of terror activities worldwide.
