ABSTRACT
The purpose of this study is to address a solution to the difficulty that has been occurring in a barangay. The idea was to introduce an information system to help solve the problem. This paper provides an efficient and effective way to record and manage information that is needed of every barangay. The Barangay Information System is a program that contains features that record and manages information, as well as the ability to update resident COVID status, which is vital in this pandemic. The system offers an assurance that the file will be protected and safe for it will also require authorization before someone can access the system. This server is the file maintenance system of the barangay to be used in keeping their records. Furthermore, this will ensure that the file will be securely stored in the system and makes a backup data of the files if a technical accident occurs. This will also bring ease to them, especially in generating a report to the municipality about the status of the barangay. The proposed system will have a significant effect on both the residents and barangay employees who manage the system as well as the barangay itself. The implementation of the system will change the method and process that the barangay has been accustomed to in keeping their files. This will also ensure that all the records will be intact and updated.

1 CHAPTER Ⅰ INTRODUCTION Background of the Study In this age of advanced technologies, no one is left behind from using high technologies to make works or complex activities easier. Computers, specifically, serve as a general service tool and weapon in the field of information retrieval and operations. Computer-based information retrieval operates by using software that can offer information services for an institution or organization. It is a powerful and convenient builder for simultaneous growth in society and industries. An information service allows you to access, retrieve, and transmit information electronically. San Vicente Bajo is one of the barangay located in Oroquieta City. According to the 2020 census, it has 1,771 people, accounting for 2.45 percent of Oroquieta City's total population. Barangay Information System for San Vicente is an online and offline system to keep, process, retrieve and update Barangay. It aims to handle a wide range of information relating to barangay profile, constituents profile, barangay clearances, barangay disputes/cases, barangay, barangay legislation, and especially the system's most recent feature, the residents' COVID status. It covers all of the barangay's functions, and transactions, intending to provide complete and accurate information to the barangay.
3 General Objectives The researcher's objective is to develop a Barangay Information System that will help the barangay to properly manage important files and documents and make work faster, easier, and more accurate. Specific Objectives
- To familiarize the staff with the organizational structure of the office, including the duties and responsibilities of each personnel involved in the system.
- To avoid time and effort consuming, resulting in several works accomplished.
- To have an easy and faster preparation of the resident's information, permit, and certificate.
- To establish a system for managing and organizing the household of a barangay. There is a section in the system where you can add, edit, delete, and view information about the barangay's residents.
- Improve the barangay's welfare and its relationship with its residents. Our system can access old entries containing information about incidents and other important topics that represented a person's well- being in the barangay.
- To make barangay employees' work faster and easier. With the aid of our system, everything is just a single click's reach.
4 Theoretical Framework An Information System is an organized combination of people, hardware, software, resources, and communication networks. The information system is also a scientific study that covers strategic, managerial, and operational activities. These three activities deal with the following operations: (1) Gathering of Information, (2) Processing of Information, and (3) Storage of Information. The framework serves as the basis of the proponents in conducting the study. This included inputs, process, and output of the study as shown in Figure 1. Figure 1 Project Paradigm
6 assessing the materials to following the basic steps and protocol required in the study's conduct, product development, and evaluation. Significance of the Study The study will contribute to developing a Barangay Information System at Barangay San Vicente Bajo, particularly in managing the files of residents. The proposed system will have a significant effect on both residents of the barangay and barangay employees who manage the system as well as the barangay itself. Barangay Information System is an example of a new technology that facilitates the searching of files of each resident. The study will benefit the following: To the Agency: The result of the study would provide more efficient and effective processing of data. It would help them to lighten their work. To the Residents: ● Easily avail a copy of their profiles any time they want ● Lessen the time and effort in filling forms To the researcher: ● Enhance their potential in interacting with the officials ● They were able to discover how competent they in the fields of information, technology, and system analysis and design To Future Researchers:
7 The ideas presented may be used as reference data in conducting new research. The outcome of the study will serve beneficial to the neither present researchers nor the future researchers for their cross-reference that will give them background or an overview. This study may be one of the bases where a new theory in learning will arise. Scope and Limitations of the Study The study focused on the functions of the Barangay Information System. It involves the process on the way of managing and record-keeping the resident’s confidential information. The developed system covers all biographic data and records of the residents. The system caters only to the records of the residents in the barangay San Vicente Bajo. The Office Personnel and authorized persons only are allowed to use the system.
