Vehicle Pursuit Policy - ✔✔Members shall not engage in a vehicle pursuit of a suspect motor vehicle unless the member actually and reasonably believes: a. The fleeing suspect has committed or attempted to commit a crime of violence or poses an imminent threat of death or serious bodily injury to another person; b. The vehicle pursuit is immediately necessary to protect another person, other than the fleeing suspect or suspects, from the threat of serious bodily injury or death and under the totality of circumstances not likely to cause death or serious bodily injury to any person, other than to the fleeing suspect or suspects; and c. All other options have been exhausted or do not reasonably lend themselves to the circumstances. Totality of Circumstances - ✔✔The trier of fact will consider the reasonableness of the member's belief and actions from the perspective of a reasonable law enforcement officer and the totality of the circumstances, which shall include: a. Whether the identity of the suspect was known; b. Whether the suspect could have been apprehended at a later time; c. The likelihood of a person, including the suspect motor vehicle's occupants, being endangered by the vehicle pursuit, including the type of area, the time of day, the amount of vehicle and pedestrian traffic, and the speed of the vehicle pursuit; d. The availability of other means to apprehend or track the fleeing suspect, such as helicopters. Effective Date - ✔✔July 20, 2023 Replaces - ✔✔GO-OPS-301.03 (Vehicle Pursuits), Effective Date April 27, 2023 Related to - ✔✔GO-SPT-302.05 (Radio Communications) and GO-RAR-901.07 (Use of Force) Oversight and Termination - ✔✔Members shall immediately terminate a pursuit when ordered by a department official. Pursuit Investigations - ✔✔Investigations into the circumstances surrounding a vehicle pursuit.
Fleeing Suspects - ✔✔The individuals being pursued by law enforcement in a vehicle. Vehicle Pursuit Operations - ✔✔The procedures and actions taken by law enforcement during a vehicle pursuit. Pursuits into Outside Jurisdictions - ✔✔Guidelines for vehicle pursuits that extend beyond the District of Columbia. Pursuit into the District of Columbia - ✔✔Guidelines for vehicle pursuits that begin outside and enter the District of Columbia. Purpose of Vehicle Pursuit Policy - ✔✔To establish guidelines and procedures for members to follow when faced with a pursuit situation. Caution During Pursuit - ✔✔Members who initiate a vehicle pursuit shall exercise all caution and operate their vehicle in a safe manner while engaged in the pursuit. Assessment During Pursuit - ✔✔As the pursuit progresses, pursuing units and monitoring officials shall continually evaluate and assess the actual conditions of the pursuit in deciding whether to continue or discontinue the vehicle pursuit. Danger of Vehicle Pursuits - ✔✔Vehicle pursuits may present a danger to the public, Metropolitan Police Department (MPD) members, and involved suspects. Engagement in Vehicle Pursuit - ✔✔The act of law enforcement members actively pursuing a fleeing suspect in a motor vehicle. Imminent Threat - ✔✔A situation where there is an immediate risk of death or serious bodily injury to another person.
Conduct increasing confrontation risk - ✔✔Actions by the member prior to the pursuit that heighten the likelihood of a confrontation. Efforts to prevent harm - ✔✔The member's reasonable attempts to avoid harm, including abandoning the pursuit. Ramming prohibition - ✔✔The use of ramming during pursuits is prohibited, except when deadly force is justified. Roadblock prohibition - ✔✔The use of roadblocks is prohibited unless there is an imminent threat of death or serious bodily injury. Prohibited pursuit actions - ✔✔Actions such as boxing in vehicles, caravanning, deploying tire deflation devices, and paralleling are prohibited. Blocking stationary vehicles - ✔✔Permitted to protect the public from serious bodily injury or death, with ERT notification when feasible. Participation in outside pursuits - ✔✔MPD members shall not engage in pursuits initiated by other agencies in or around D.C., but may assist in non-pursuit roles. Transporting prisoners during pursuit - ✔✔Members shall not engage in pursuits while transporting a prisoner or a civilian. Fleeing suspect procedures - ✔✔When a suspect commits an offense not warranting pursuit, members must gather vehicle details and request a lookout. Traffic violation pursuit - ✔✔Members shall not pursue a vehicle solely for a traffic violation.

GO-SPT-302.01 - ✔✔General order that allows members to pursue suspects on foot or mountain bike when vehicle pursuit is not authorized. OUC Dispatcher - ✔✔The Office of Unified Communications dispatcher responsible for managing pursuit communications. Primary Unit - ✔✔The first unit that initiates the vehicle pursuit and must notify the OUC dispatcher. Secondary Unit - ✔✔The additional department vehicle assigned to join the pursuit. Watch Commander - ✔✔An official ranked lieutenant or above who monitors the vehicle pursuit. Emergency Vehicles - ✔✔Department vehicles operated with emergency equipment activated during pursuits. Pursuit Termination - ✔✔The directive given by the watch commander to stop the pursuit. Pursuing Unit Communication - ✔✔Constant communication maintained with the dispatcher during the pursuit. Fleeing Vehicle's Direction of Travel - ✔✔The path taken by the suspect's vehicle that must be communicated to the dispatcher.
