COMMITTEE: United Nations Office on Drugs and Crime (UNODC)
ISSUE: Combating Organized Crime and Drug Trafficking in Urban Areas
THE GENERAL ASSEMBLY,
Recalling the principles enshrined in the United Nations Convention against Corruption (UNCAC) and recognizing the
importance of fostering transparency, accountability, and integrity in national institutions,
Deeply concerned by the detrimental impact of corruption on the criminal justice and government systems in Spain,
undermining the rule of law, eroding public trust, and impeding sustainable development,
Affirming the commitment of the Kingdom of Spain to combat corruption and strengthen its institutions,
Urges the government of Spain to enhance transparency and accountability in the criminal justice
system by:
a. Implementing robust mechanisms for the selection, appointment, and oversight of judges and
prosecutors, ensuring merit-based appointments and periodic performance assessments;
b. Promoting open and accessible court proceedings, including the digitalization of court records
and the provision of public access to legal proceedings;
c. Establishing an independent oversight body to investigate allegations of corruption within the
criminal justice system and ensuring the protection of whistleblowers.
Calls upon the government of Spain to strengthen integrity in the government system by:
a. Establishing and enforcing a comprehensive code of conduct for public officials, including clear
guidelines on conflicts of interest, acceptance of gifts, and post-employment restrictions;
b. Implementing a transparent and competitive procurement process, incorporating anti-corruption
measures to prevent bribery and kickbacks in government contracts;
c. Enhancing financial transparency by requiring public officials to disclose their assets, income,
and financial interests, and establishing mechanisms to verify the accuracy of such disclosures.
Encourages the government of Spain to promote public awareness and engagement in the fight
against corruption by:
a. Implementing educational programs on the consequences of corruption and the importance of
ethical conduct within the criminal justice and government sectors.
b. Fostering partnerships with civil society organizations, academia, and the private sector to
create a collaborative approach in addressing corruption challenges.
c. Utilizing digital platforms and media to disseminate information on anti-corruption initiatives,
progress, and success stories.
Requests the government of Spain to regularly report on the progress made in implementing
these anti-corruption measures, including challenges encountered and lessons learned, to
relevant international bodies and the United Nations Office on Drugs and Crime (UNODC).
