Russia seeks to ban ‘propaganda’ promoting childfree lifestyles A law that would ban “propaganda” ( hedging ) seeking to champion a childfree lifestyle has cleared its first hurdle in Russia’s lower house of parliament ( functionalisation ), gaining unanimous approval among lawmakers( aggregation/ collectivism) for a bill promoted as a means to increase the country’s birthrate. The new legislation sets out fines for those deemed to be discouraging ( hedging ) people from having children Individuals could be fined up to 400,000 rubles, while the figure rises to 5m rubles ( overlexicalisation/statistics ) for businesses or entities ( functionalisation ) Vyacheslav Volodin, the speaker of the Duma (use of honorifics), said ( quoting verb ): “It is important to protect people, primarily the younger generations ( functionalisation ), from having the ideology of childlessness ( overlexicalisation ) imposed on them through internet, media, films, and advertising.” Supporters of the legislation have described ( quoting verb ) it as a matter of national security, arguing that arguments against having children are part of a broader effort by the West to weaken Russia ( us/them division ) by encouraging population decline ( functionalisation ). “It is an element of professional propaganda ( overlexicalisation ), part of a hybrid war aimed at reducing the population said ( quoting verb ) Elvira Aitkulova, one of the bill’s authors (use of honorifics).

A new law against “child-free propaganda” , which is set to criminalise the spread of information advocating for not having children, has sailed through the lower house of the Russian parliament(functionalisation). Now, such a sentiment is not only disapproved of in Russia, but will also soon be illegal ( modality ). Putin has said( quoting verb ) that Russia’s demographic crisis “haunts” him ( metaphor/personification ) and frames it as a critical national security problem, as the prospect of long-term population decline risks commensurate loss of Russian power.

Independent Russian demographer Alexander Raksha (use of honorifics) has estimated ( hedging ) that Russian deaths would outnumber births by 608,000 this year. In September, Russia’s statistical agency( functionalisation ) reported ( quoting verb ) that the number of births for the first half of the year plunged to 599,600, the lowest since 1999.
