- Implementation Goals
- Activities that must be completed (resources, activities, and KOSA especially Knowledge and Opinions) to meet goals

- Some goals are unstated but expected!
- Treat program participants with respect
- No negative side effects
- Fiscal responsibility
- Ethical treatment of all stakeholders
