Direction: Read the given situation then answer the questions that follow.
You are the barangay captain of Brgy. Canlubang. Your response team is deployed, and
you have your radio with you. Reports are streaming-in for assistance and relief goods. Mobile
patrols are having a difficult time going around due to lack of accessible barangay roads. At the
same time, the barangay is heavily populated so there was a shortage of response vehicles to
assist the victims and deliver relief goods to the evacuation area.
Questions:
1. What do you think are the possible problems being faced by Barangay Canlubang? Give
three (3) possible problems.
a. Lack of Resources and Materials
Based on my analysis of the condition, the issue implies that the local authority of
Brgy. Canlubang is hampered by the lack of technological resources and means of
transportation. It is said that they do not have a sufficient number of response vehicles to
distribute relief supplies to the people of Brgy. Canlubang in a timely manner. Due to
this shortcoming of the barangay, the disaster response and delivery of needed materials
are delayed or slowed down.
b. Damaged Infrastructures and Unavailable Pathways
The calamity that ravaged Barangay Canlubang devastated a quantity of
infrastructures that have blocked streets and roadways vital for transit. Because of the
broken buildings and other forms of blockages, the local government was unable to
reach or send help to the citizens immediately since it took them time to find a clear
route to drive through.
c. Heavy Population
One of the challenges that Barangay Canlubang is encountering is the large
number of individuals that inhabit the barangay. Because of overpopulation, not all
people in the said place are given the opportunity to be provided with assistance such as
medical help, relief supplies, and temporary shelter. In addition to that, the response
vehicles of the barangay are not enough which means service is not equally distributed.

  1. In this kind of situation, what do you think is the liability of the local officials? National government? (Liability as in hindrance?) Citizens who refuse to cooperate with authorities whenever they are reminded or ordered to prepare for a disaster, as well as people who are ignorant and do not take measurements and precautions seriously, are just a few of the factors impeding the government's ability to conduct a successful operation and disaster response. Apart from that, corruption and poor disaster risk planning could also be another factor. With corruption going on, the emergency funds which are allotted for calamities are not used for its intended purpose of providing the necessities for both the victim's and the place's recovery. This could be one of the reasons why vehicles and other technological resources are limited in Barangay Canlubang. Finally, there is a lack of disaster risk planning. It is possible that the barangay's approach to disaster preparation was ineffective, or that there was a shortage of time and materials for preparation.
  2. Suggest three (3) possible solutions based on your identified possible problems. a. Lack of Resources and Materials In this type of situation, where there is a shortage of response vehicles, I recommend that the barangay leaders approach the mayor or the city municipality and demand more automobiles. If the request is taking a while, another option is to rent vehicles from local companies that provide this kind of service. In this way, citizens would be able receive proper assistance and food supplies on time reducing their risk of facing health issues, food scarcity, and lack of security due to home loss. b. Damaged Infrastructures and Unavailable Pathways Leaders should begin looking for people to help clean up the barangay even before a calamity occurs. Following the disaster, they must promptly instruct them to clear and remove debris and huge branches from streets and pathways.This should also be one of the barangay's main priorities or duties following the calamity. Once this difficulty is resolved, they will be able to quickly distribute goods and send aid to people who have been affected. c. Heavy Population Before disaster risk preparation, authorities should already start searching for records and documents of the barangay’s estimated population and tally the number of individuals in each phase or street. After tallying, they should inform the citizens about this and designate them to a particular evacuation site where they can go. While assigning them, leaders must keep in mind to divide the families equally, so they can plan out the amount of relief supplies to be distributed in each site and prepare for it. In
