Underground water reserves have limited water capacity. The idea case for them to maintain water level is if same amount of water is stored as exertion. Pumping out water from underground is done through various machinery. Underground water fills through rains, ice streams from mountains and irrigation water. Groundwater overdraft occurs when balance between pumping and storing water is disturbed for long time and finally, the groundwater level falls. It costs a lot considering people dig new wells and bring new machinery to pump water from more deep reservoirs. Option C is right answer. More on groundwater resources in lecture slides.
